THE POSITION
Performs professional accounting and audit work, including the recording and reporting of financial transactions and budgetary control; reviews accounts payable, payroll, and other fiscal records; prepares financial reports, statements, and analyses, business tax audits, and special financial analyses.
SUPERVISION RECEIVED AND EXERCISED
May exercise technical supervision over accounting/clerical staff.

Essential duties and responsibilities may include, but are not limited to, the following:
- Supervise and participate in the posting, balancing, and reconciliation of the general ledger and subsidiary accounts.
- Prepares work papers, financial statements, and various reports for Federal, State, and other outside agencies as well as for internal accounting.
- Prepares fund balance projections and review with operating departments.
- Maintains investment portfolio including placing investments and preparing reports.
- Monitors and reports on the status of State and Federal grants.
- Recommends or implements changes in accounting systems and procedures.
- Prepares reports and conduct finance and analyses related to bond issues.
- Performs business tax audits, i.e., transient occupancy tax, business license, franchise fees, professional fees, etc.
- Assists departmental personnel with budget activity, proper expenditure coding, document preparation, and other accounting related activities.
- Assists in annual budget preparation.
- Performs related duties as assigned.
- Generally accepted accounting principles and procedures and their application to a variety of accounting transactions and problems.
- Governmental accounting principles, and practices.
- Standard audit procedures and techniques.
- Automated financial management systems.
- Modern office methods, practices, procedures, and equipment.
- Examine and verify financial documents and reports.
- Prepare a variety of financial statements, reports, and analyses.
- Prepare audit reports.
- Apply accounting principles to the maintenance of financial and accounting transactions.
- Communicate clearly and concisely, both orally and in writing.
- Establish and maintain cooperative-working relationships with those contacted in the course of work.
EXPERIENCE:
- One year of professional general or governmental accounting experience.
- Equivalent to a bachelor’s degree from an accredited college or university with major work in accounting, business administration, or closely related field.
