Los Angeles Superior Court is the largest unified trial court in the United States. Its 580 judges and commissioners work in one of the 40 facilities within the Court's 12 judicial districts and are supported by more than 4,500 full-time Court employees. The Court has an annual budget of more than $855 million. Located in Southern California, Los Angeles County is geographically one of the nation's largest counties, covering 4,084 square miles and, with over 10,400,000 residents, is also one of its most populous counties.   

 

ABOUT THE POSITION
Principal Human Resources Analyst is the advanced professional class in the Human Resources Analyst class series that carries out difficult and complex responsibilities requiring a high degree of professional and organizational knowledge and skill. This is a dual-concept classification, where incumbents may either serve as high-level analysts in support of a human resources function, or serve as technical or administrative supervisors to participate in, and lead the work of a small group of other unit staff. Specific responsibilities may include:
  • Leading or supervising the delivery of human resources programs and services in an assigned area of functional responsibility.
  • Providing professional advice and counsel on human resources issues to Court management and employees relative to their area(s) of expertise.
  • Demonstrating highly-refined interpersonal skills to address sensitive and/or confidential human resources issues with management and staff.

SELECTION REQUIREMENTS
To qualify, you must meet the following requirements upon the final filing date of this bulletin:

Education:
Graduation from an accredited four-year college or university**.

Experience:
Three (3) years of progressively responsible analyst-level* experience in one or more human resources functions.

*Analyst-level work is defined as work performed to assist and support the organization's management by conducting research and making recommendations for the solution of problems such as organization, use of personnel or resources, budget allocation and funds, workload and/or workload fluctuations, or programs and procedures for accomplishing work objectives.

Substitutions:
A Master's-level or Juris Doctorate degree from an accredited college or university will be accepted for two (2) years of the experience requirement.  A Ph.D.-level degree from an accredited college or university will be accepted in lieu of the experience requirement. 

DESIRABLE QUALIFICATIONS
The ideal candidate will possess the following desirable qualifications:
  • Experience supervising, leading, and coaching a team
  • Experience managing large-scale projects
  • Project Management Certification (ie PMP, Six Sigma)
  • Human resources professional certification (ie PHR/SPHR, SHRM Certification, CLRM)

EXAMINATION INFORMATION
Part I: Qualifying evaluation of education, training and experience based upon submitted application.


Part II: Online examination, weighted 100%, covering business communications, verbal reasoning, deductive reasoning, management potential, professional potential, thoroughness, reliability, achievement, innovation, influence, and independence.


No person may complete this assessment more than once every 12 months.
