BASIC FUNCTION:
Under general direction of an assigned supervisor, performs a variety of accounting duties in the area of processing payroll and related records for assigned payrolls and trains, assigns, reviews, and provides work direction to assigned staff that perform classified and certificated payrolls and benefit functions.- EXAMPLES OF DUTIES
Analyze, verify, and correct payroll data, employee status, deductions, retirement contributions, budget, position control information, and time keeping records.
Exercise independent judgment in the application and interpretation of complex rules, regulations and procedures related to processing accurate payroll.
Identify, research, and resolve complex payroll problems.
Post payroll data to employee records for payment.
Assists in the training of employees that perform classified and certificated payrolls and benefit functions.
Calculate member benefits; oversees the processing of payments of retirement contributions; expedites cases requiring special action or timely payment; assists with the implementation of various insurance programs.
Verify that new employees' information is properly entered and retirees are properly removed from the employee database to ensure correct benefits and compensation.
Accurately reconciles and calculates the insurance billing; processing payments to the insurance and/or benefit carriers.
Investigates and resolves problems pertaining to retirement systems deductions, workers compensation payments and adjustments, insurance and/or benefit programs, attorneys' requests, and subpoenas.
Answers inquiries from District employees and explains payroll rules, practices and resolves discrepancies; as needed, provide documented records and files in substantiating payroll decisions and actions.
Conducts periodic audits of payroll accounting transactions in order to identity discrepancies and initiate appropriate corrective action.
Prepares and verifies quarterly and annual related payroll reports.
Coordinates tasks related to the preparation and management of payroll records and reports.
Reconcile various reports from various agencies to include STRS and PERS reports and disbursements.
Receives revised salary schedules periodically; determines difference of rate of increase and calculates retroactive payroll; verifies and corrects totals as necessary and issues checks.
Monitors sick leave, vacation, and worker's compensation time and notifies personnel if accruals become negative.
Receives and ensures receipt of timekeeping records from all departments and school sites to include accounting for all employee absences.
Receives requests for additional payments and makes payroll adjustments, including late personnel requisitions, timesheets, changes in salary, duplicate payments, and onetime deductions.
Verifies workshops, stipends, and project sheets in Board minutes.
Balances entry totals; reviews and audits each check prior to release.
Cancels payroll checks as required.
Maintains record of individual earning and deductions; records and prepares all payroll tax reports and remittances.
Reviews personnel requisitions for completeness and accuracy; verifies PR information in employee database.
Attends trainings and workshops as they pertain to District payroll functions and legal requirements.
Performs related duties as may be assigned.
KNOWLEDGE OF:
- Payroll record keeping and accounting forms, methods, procedures and systems.
- Computer based payroll, employee database, and absence management systems.
- Office management procedures, methods and systems.
- Financial and statistical record-keeping methods.
- Collective bargaining agreements as they apply to compensation and leave benefits.
- Technical aspects of payroll transactions.
- Methodologies used in training employees.
- Spreadsheet and word processing software.
- Arithmetic processes including addition, subtraction, multiplication, division, calculating percentages and related computations.
ABILITY TO:
- Perform complex payroll functions.
- Make complex arithmetical calculations and verifies computations.
- Prepare, review and analyze payroll reports, summaries, and other financial records.
- Plan, organize, and direct the work of others.
- Train payroll staff.
- Perform responsible and technical duties related to processing assigned District payrolls.
- Plan and organize work to meet established timelines and payroll schedules.
- Read, interpret, apply and explain policies, regulations, legal requirements and union contract sections related to payroll.
- Review timesheets and calculate payroll in accordance with District policies and legal requirements.
- Communicate effectively both orally and in writing.
- Establish and maintain cooperative and effective working relationships with others.
- Learn the laws, regulations, policies and procedures used in processing school district payrolls.
- Work effectively with frequent interruptions.
- Operation of standard office machines and equipment including adding machines, calculators, copiers, computer terminals, etc.
- MINIMUM QUALIFICATIONS
EDUCATION AND EXPERIENCE:
OPTION I:
A high school diploma or the equivalent, supplemented by at least 12 units of college level coursework in Accounting and/or Finance, and 5 years of increasingly responsible experience performing job related duties and responsibilities.
OPTION II:
A Bachelor's Degree in Accounting, Finance, Business Administration/Management, or a closely related field, and 3 years of progressively responsible experience performing job related duties and responsibilities.
OPTION III:
A high school diploma or the equivalent, and 4 years of experience in the classification of Accounting Technician at Bassett Unified School District performing progressively responsible duties and responsibilities.
LICENSES AND OTHER CERTIFICATIONS:
Must possess a valid California Class C Driver's License and be insurable by the District's insurance carrier for liability purposes.- APPLICATION & EXAMINATION PROCESS
