- Essential Job Duties
- Performs a wide variety of activities including:
- Preparing and disseminating Requests for Proposals (RFPs) and Requests for Qualifications (RFQs) to solicit development proposals for economic development, affordable housing and mixed-use projects along transit corridors; performing critical project analyses, maintaining or developing databases, establishing project objectives, budgets, and priorities; evaluating proposals and negotiating and preparing contracts and development agreements.
- Performing reviews and analyses of small business loan applications including underwriting of acquisition, predevelopment, construction and permanent financing; interacting with standing loan committees and assisting with the processing of loan applications to final approval;
- Assisting with the closing process of various economic development loans sourced within the unit and managing the ongoing compliance of these loans within the loan portfolio and conducting necessary reporting on the status of the portfolio to the appropriate governing authorities.
- Overseeing the administration of the newly created microloan program and managing the service contracts for the various underwriters providing approved deals for LACDA funding per the parameters of the program.
- Working with the lead Development Specialist to oversee the contract administration responsibilities of LACDA's Business Technology Center (BTC).
- Procurement solicitation, evaluation, negotiation and contract preparation and negotiations with developers; preparing development agreements; preparing annual project budgets and other duties as assigned.
- Under direct supervision, performs moderate-to-difficult assignments requiring the use of independent judgment and problem-solving techniques. Employees at this level are expected to have general knowledge of real estate transactions including purchases, sales and leases and must be able to follow instructions on the management of projects through underwriting, loan negotiation and closing.
- Qualifications
- Education equivalent to graduation from a four-year college with a major in urban planning, business administration, business finance, architecture, economics or a related field. Two years' experience in Real Estate Development, Finance, Planning, Architecture, Construction or related field. (Masters Degree in real estate development/finance in lieu of two years' experience is acceptable). Experience in public sector economic development, affordable housing, redevelopment or land development is highly desirable.
General knowledge of real estate and development functions including acquisition, finance, appraisals, market analysis and negotiations; public and private development financing; planning and zoning regulations; environmental review requirements; and local, state and federal funding sources used in financing both housing and economic development projects.
Must be able plan, organize and complete project activities; communicate effectively both orally and in writing; and establish and maintain effective working relationships with staff, other agencies and the public. Knowledge of computer software including Microsoft Excel, Word and PowerPoint is required. - Additional Information
- Possession of a valid California Driver's License and a satisfactory driving record is required. Successful candidates must complete a thorough background investigation, including a fingerprint search and physical evaluation prior to appointment.
