Current employees in the unclassified service in the County of Los Angeles Department of Public Social Services who meet the following criteria also qualify to participate in this exam:

Unclassified employees who have attained permanent County status on a classified position by successful completion of the initial probationary period, with no break in service since leaving the classified service OR full-time employees in the unclassified service with at least six months of full-time experience in the unclassified service by the last day of filing.

WITHHOLD: 
No withhold will be accepted for this examination. 

VERIFICATION OF EXPERIENCE:
Experience gained in a position performing similar kinds of work which provides the knowledge, skills, and abilities required for the higher-level position will be accepted. Applicants claiming such experience in County service must present at the time of filing written proof of this experience in a Verification of Experience Letter approved by their Departmental Human Resources Manager or authorized representative. Credit will only be given for out-of-class experience to meet the minimum requirement only.

DEFINITION:
Has immediate responsibility for the administration of a very large clerical staff performing general and specialized office clerical work or a smaller clerical staff performing more diversified and difficult duties.

CLASSIFICATION STANDARDS:
Positions allocable to this class administer, through subordinate supervisors, the work of a very large clerical staff such as 50 or more employees performing general and specialized office clerical work or a smaller clerical staff such as 25 or more employees, performing more diversified and difficult clerical duties.  Allocation of positions to this class is dependent upon the size of the staff supervised, the nature of the supervision exercised, and the kind and complexity of the work performed by subordinates. Incumbents must exercise a thorough knowledge of supervision and of clerical policies and procedures.

Essential Job Functions

Plans, organizes, directs, and reviews the work of subordinates, conferring with management or subordinate supervisors, as necessary, regarding policies, procedures, and administrative problems.

Issues written and oral instructions for the guidance of personnel, including interpretation and implementation of new or modified legislation, County and/or departmental procedures or policies.

Reviews various clerical policies and procedures, as needed, to ensure practical and efficient clerical operation within the office.

Coordinates the work of subordinates with the work of others in the department and with that of other departments and outside agencies.

Prepares various statistical reports relating to clerical operations for management's review.

Makes decisions in problem cases which cannot be decided by subordinates and which require administrative ability and a knowledge of applicable laws, County and departmental rules, policies and procedures.

Meets with the public in difficult cases requiring unusual tact and an extensive knowledge of subject matter, or where sensitive matters or important public relations issues are involved.

Requirements

MINIMUM REQUIREMENT:
Five (5) years of office clerical experience, four (4) years of which must have been in the supervision of eligibility or clerical staff in the Department of Public Social Services.

LICENSE:
A California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related functions.

PHYSICAL CLASS:
Physical Class II – Light: Light physical effort which may include occasional light lifting to a 10-pound limit, and some bending, stooping or squatting. Considerable walking may be involved.

EXAMINATION CONTENT:
This examination will consist of two (2) parts:

Part 1: A multiple choice test weighted 50%. This part of the exam will assess the following dimensions:
  • Written Expression
  • Data Analysis & Decision Making (Including Mathematical Ability)
  • Reading Comprehension
Only those candidates who achieve a passing score of 70% or higher on Part 1 will proceed to Part 2 of this examination.
 
Part 2: An Appraisal of Promotability weighted 50%. This part of the exam will evaluate the following dimensions:
  • Knowledge of principles of supervision in a business environment
  • Knowledge of clerical office procedures and practices
  • Knowledge of County personnel policies (including payroll)
  • Microsoft Office and Database Skills
  • Oral Communication
  • Relationship Building

Applicants must meet the Minimum Requirement and achieve a passing score of 70% or higher on each weighted part of the examination in order to be placed on the eligible list.

TRANSFER OF SCORES:
Applicants who have taken identical test part(s) for this or any other exams within the last twelve (12) months will have their test responses for the identical test part(s) automatically transferred to this examination. This examination contains test parts that may be used in the future for new examinations. Upon acceptance of your application, your scores may be transferred to the new examination and you may not be allowed to retake any identical test part(s) for at least twelve (12) months.

ELIGIBILITY INFORMATION:
The names of candidates receiving a passing grade in the examination will be placed on the eligible list in order of their score group for a period of twelve (12) months following the date of promulgation.

SPECIAL INFORMATION:
