Basic Function

Perform systems analysis and coordinate the computerization of a specified function or area within a department.

Example Of Duties

  • Researches functional areas to determine information systems needs
  • Performs requirements analysis, feasibility studies, and prepares project proposals for the development, enhancement, and maintenance of an information system specific to assigned department
  • Performs data edits and validations; regression testing; and specific data reporting
  • Provides systems support in the proprietary pension calculation system; updates or develops new system to calculate pension benefits
  • Defines business needs and converts into actionable programming and process steps
  • Analyzes, defines and documents project requirements and business processes
  • Identifies and implements business process improvements and task automation
  • Develops systems specifications, process flow and conversion strategies
  • Creates process and functional user documentation
  • Develops comprehensive test plans
  • Performs unit and comprehensive testing with system developers for overall functionality and quality of deliverables
  • Provides ongoing Business and Systems support to other User Departments by troubleshooting Benefit/Pension related issues and problems partnering with developers; training other departments on use of systems; and ensuring systems perform according to business approved Specifications
  • Designs technical systems specifications
  • Provides input to consultants regarding systems needs and acceptability of alternatives
  • Evaluates systems to ensure that requirements are properly satisfied
  • Verifies vendor compliance with contract and work plan
  • Monitors system performance
  • Responds to systems emergencies
  • Troubleshoots, analyzes and resolves system problems
  • Prepares cost/benefit analysis reports for information processing systems and develops associated justifications for the acquisition of systems products and services
  • Prepares reports, requirement gathering, analytics, systems training manuals, and technical systems documentation
  • Creates and modifies microcomputer programs
  • Develops advanced microcomputer analytical models and report programs using specified software packages
  • Designs advanced decision support tools and models used for decision making
  • Participates in department's information security, disaster recovery, and safety programs
  • Participates in evaluation and awards of contracts to Information System vendors
  • Supervises subordinate staff
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Requirements For Employment

  • Bachelor's degree - Computer Science, Information Systems, or other related field
  • 4 years' experience performing systems analysis or computer programming work

These KSAs are considered preferred qualifications and are not intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment. In addition, applicants who possess these PQs will not automatically be selected:

  • Experience working in Oracle, specifically with Oracle Advanced Benefits (OAB)
  • Experience performing business analytics
  • Experience developing complex reports
