The new Chief Financial Officer must embrace the Agency's vision, value service and human capital development, and be responsible for providing leadership, direction, and full-service accounting and financial services in support of the CDC's/HACoLA's housing, community and economic development programs.  The Chief Financial Officer is also a member of the Executive Leadership Team, which is responsible for unifying the agency to work as "one Agency" in support of its mission.  This critical role, in partnership with their fellow Directors and Managers, oversees the fiscal services of the CDC/HACoLA in support of the agency's core values and initiatives and operates with the highest degree of integrity and a demonstrated commitment to building positive, collaborative partnerships. 
 
The CDC/HACoLA seeks a charismatic, seasoned professional to manage the staff and managers in the Finance and Budget Division, which includes, budgeting, payroll, accounts payable, fixed assets, debt management, cash management, financial reporting and general ledger accounting.  Significant technical activities include the preparation of the Comprehensive Annual Financial Report (CAFR), overseeing the Single Audit and developing the agency's half a billion-dollar annual operating budget.

Qualifications

  • Bachelor's degree in finance, accounting, economics, public or business administration or closely related field; a master's degree is preferred.
  • A minimum of eight (8) years of progressively responsible experience in financial management and analysis, budget development, accounting and debt/liability management. Governmental accounting experience is highly desirable.  An advanced degree in the above or related files is a plus.  Possession of a Certified Public Accountant Certificate, license/designation is preferred and highly desired.
  • Three to five (3-5) years of supervisory experience is required.
  • Competent in managing, planning, organizing, directing and controlling large financial/budget organizational units.
