- Description
Under direct supervision, performs a variety of current and advance planning and economic development assignments including contact with the general public, review of plans, processing of permit applications, environmental review, preparation of special studies, attendance at evening meetings, and providing technical and drafting assistance to Planners. Performs related work as required.
Job Characteristics: May work a varying schedule of hours which may include nights, early mornings, weekends and holidays.- Examples of Duties
- Assist in the preparation of site plans for developments including parking layouts, building locations and other related drafting work.
- Assist in the preparation of General Plan, Development Map and Municipal Code amendments.
- Assist with the management of the City's fixed route and demand-response public transit services.
- Assist with the management of the City's housing and economic development programs.
- Advise the public in the preparation and filing of applications for zoning code amendments, variances, tentative tract maps, site development permits, use permits and other requests for service.
- Review applications and analyze requests for conformance with the General Plan and Zoning Ordinance, develop and present recommendations for approval, modification or denial.
- Prepare and present staff reports to the Planning Commission and City Council for consideration.
- Research and prepare environmental documentation for proposed projects.
- Participate in the administration of state and federally funded programs, prepare activity reports, maintain related statistical and accounting records, and assure compliance with appropriate laws and regulations.
- Prepare reports and make presentations to the Economic Development Commission.
- Review the work of consultants, including preparing requests for proposals and reviewing and recommending the selection of proposed services.

- Knowledge of:Ability to:
- California Environmental Quality Act (CEQA).
- Knowledge of G.I.S. implementation, Internet and various computer software applications, including a proficient command of widely used word processing and formula-based spreadsheet programs.
- Concepts and practices of urban planning and zoning, transportation, and redevelopment.
- Laws governing land development, subdivision, general plans, zoning and environmental planning.
- General concepts of architecture, landscaping, grading, drainage, traffic engineering and acoustical analysis so as to interpret and communicate with these professions as they relate to the planning process.
- Symbols, techniques and instruments used in drafting.
- Write well, demonstrating an organized thought process and a clear articulation of ideas and concepts.
- Analyze and comprehend written and oral statistical reports and correspondence.
- Read, comprehend and analyze source material on planning, land use, environmental, social, economic or architectural topics. Critique common technical studies, such as those on noise, air quality and traffic.
- Develop logical conclusions based on thorough research of source material, opinions, and laws.
- Formulate sound and supportable staff positions on a variety of technical topics.
- Learn and apply technical terms, legal requirements, established procedures and organizational policies.
- Accurately answer questions regarding planning issues; interpret planning and development standards.
- Manage assignments adhering to established timelines.
- Establish and maintain effective work relationships and communications with the public, other City personnel and outside agencies.
- Work effectively and independently.
PHYSICAL DEMANDS AND WORK ENVIRONMENT: Work is performed indoors and outdoors. When work is performed outdoors, there is full exposure to the elements and the incumbent may be exposed to heat and cold. When work is performed indoors it is in an office environment and requires sitting for prolonged periods of time using a computer keyboard and screen. The incumbent stands, walks, twists, reaches, bends, crouches and kneels and may grasp, push, pull, drag and lift boxes and files weighing up to 30 pounds. The incumbent must be able to meet the physical requirements of the class and have mobility, vision, hearing and dexterity levels appropriate to the duties to be performed.
TRAINING AND EXPERIENCE: Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: A Bachelor's degree from an accredited college or university with major course work in planning, landscape architecture, geography, political science or a related field. Two years of professional planning experience with a governmental agency is desired.
A valid California driver's license is required.
