DEFINITION:
Under general direction of the Director of Building and Planning, performs a variety of administrative, technical, and clerical duties for the Building and Planning Department; prepares and/or drafts reports, assists with administration and managing of Public Works contracts, conducts research, prepares statistical data, drafts staff reports, and responds to inquiries, requests for service, and/or complaints from the public.
ESSENTIAL DUTIES:
Duties may include, but are not limited to, the following:
- Assists with the administration of the refuse & recycling collections contract.
- Administers and monitors contracts relating to janitorial services, street sweeping, bus stop maintenance, park maintenance, graffiti removal, and refuse and recycling.
- Researches and develops recommendations for improvements to programs and contracts and implementation upon approval.
- Coordinates public street tree maintenance.
- Monitors departmental fiscal year budget and may assist in the preparation thereof, prepares budget transfers, purchase order requisitions, and processes department expenses for payment.
- Serves as department liaison between the Public Works Contractor and streets, parks, sewers, and water maintenance contract personnel.
- Prepares and distributes public hearing notices;
- Administers various departmental as well as volunteer programs involving community service groups.
- Administers the City’s Tree Ordinance and development of City tree policies.
- Coordinates and processes requests for street closures, block parties, and special events.
- Responds to citizen inquiries and coordinates the processing of service requests related to functions performed by the Public Works Department.
- May perform general clerical and secretarial duties and perform other duties as assigned.
- Ability to communicate in Spanish fluently is desired.
QUALIFICATIONS GUIDELINES:
To qualify for this position, an individual must possess a combination of education, experience, and/or training that would likely produce the knowledge and abilities required to perform the work. The desirable combination of qualifications is described below:
Education:
Equivalent to a Bachelor’s Degree in Engineering, Urban Planning, Political Science, Public Administration, Business Administration, Public Policy or a related field from an accredited college or university.
Experience:
One (1) year of experience in public works or equivalent.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
- General knowledge of operations, services, and processes within a municipal public works department, including street sweeping, refuse and recycling, tree maintenance, bus stop, sewers, and street lighting maintenance.
- Ability to comprehend and correctly use a variety of informational, technical, regulatory documents, including assessor’s maps, tract maps, sewer plans, survey note books, public works improvement plans, billing and invoices, policy and procedures, policy memos, resolutions, and municipal ordinances and codes.
- Ability to prepare staff reports, meeting agendas, meeting minutes and public notices using prescribed format and conformance to all rules of punctuation, grammar, diction, and style.
- Ability to communicate effectively verbally and in writing with city administrators, officials, co-workers, contractors, citizens, other agency personnel, and engineers/contractors.
- Ability to respond to telephone calls and the public in a courteous and competent manner, including responding to inquiries, initiating requests for service, taking messages, and routing calls to appropriate departments and individuals.
- Ability to operate a variety of automated office machines including copier, fax machine, telephone, personal computer, and peripheral equipment and typewriter.
- Ability to use a variety of drafting and clerical tools and supplies.
- Ability to use fine motor coordination in performing filing and word processing/typing.
PHYSICAL AND MENTAL REQUIREMENTS:
Mobility: Frequent standing or sitting for extended periods; frequent walking; occasional driving may be required depending upon the assignment; occasional pushing/pulling; occasional bending, kneeling, squatting and crawling.
Lifting: Occasional lifting up to 25 pounds, such as files, file boxes, stacks of paper.
Vision: Constant use of good overall vision for reading/close up work; frequent use of color perception and eye/hand coordination; occasional use of depth perception and peripheral vision.
Dexterity: Frequent, repetitive motion from writing and using computer equipment, video display board, and other office equipment; frequent grasping, holding, and reaching.
Hearing/Talking: Frequent hearing/talking to others on the telephone and in person; occasional hearing of faint sounds.
Emotional/Psychological: Frequent concentration; frequent public contact, occasional working alone.
WORKING CONDITIONS:
Work is generally performed in an indoor environment, but occasionally requires travel to other City locations and adjacent areas. Office environment is generally clean with limited exposure to conditions such as dust, fumes, odors or noise. May encounter upset or angry citizens. Subject to frequent interruptions and extensive contact with the public. Extension of the work day may be required to meet deadlines and/or attendance to meetings.
