JOB SUMMARY

Serves as lead and performs a variety of complex professional functions related to human resources, including: the administration of various benefit programs, classification, compensation, recruitment and selection, employee training and development; assisting in labor relations projects including the negotiation processes and investigating less complex grievances or complaints; conducting research related to human resources projects, developing related reports and making recommendations; assisting in the preparation and monitoring of the division budget; and providing technical, professional, and confidential assistance and advice to management and staff regarding human resources issues.

EXAMPLES OF DUTIES

ESSENTIAL JOB FUNCTIONS: (All responsibilities may not be performed by all incumbents.)

Carries out lead divisional responsibilities including: training in job skills, assigning and directing work, assisting staff in resolving problems; making recommendations in performance appraisals, and reporting problems to supervisor.

Serves as confidential resource for management and employees relative to organizational policies, labor relations, application of memorandum of understanding for the various bargaining units and problem resolution.

Researches, analyzes and develops recommendations for consideration relative to legislative activity, organizational development and efficiencies in all programmatic and process areas of human resources

Administers various benefit programs (health insurance, life insurance, disability, and optional benefits), including: contract management, employee education, enrollment, COBRA transitions, problem resolution, cost benefit analysis and monitoring legislative and/or vendor changes to existing plans and developing recommendations for changes and/or enhancements.

Creates, maintains and analyzes historical chronology of labor relation activity including meet and confer and disciplinary processes. Processes and investigates less complex grievances or complaints, attempts to resolve, and assists with preparation for the arbitration process, if needed. Prepares analysis and supporting documentation for labor negotiations. May participate in labor negotiation process.

Monitors legislative changes and other information regarding CalPERS, deferred compensation plans, FLSA, FMLA, FEHA, ADA, etc; provides analysis of impact on programs; ensures that information is acted upon as needed.

Oversees compensation and classification programs, including: job review and analysis; developing classification specifications; conducting external and internal analysis to determine equity; researching and preparing documentation of findings for union groups/representatives, City management, City Council; preparing presentations to union groups/representatives, City management, City Council; and maintenance of City's salary schedule.

May develop, conduct, and/or coordinate citywide training and development activities including, but not limited to technical skills, supervisory abilities, management and leadership development, and wellness programs.

Manages complex workers' compensation claims and disability claims, including: form preparation; communications; problem resolution and coordination between employee, supervisor/s, insurance companies and attorneys, as needed.

Prepares complex, routine and non-routine reports as requested utilizing a variety of software; receives, sorts, and summarizes material for the preparation of reports; prepares work reports and staff reports.

Interacts with a variety of high-level individuals, both internally and within the community to provide information, disseminate departmental information and assist in resolving administrative issues.

Composes correspondence in accordance with standard policies; answers various inquiries; explains policies and procedures; processes routine and non-routine matters independently.

Serves as a liaison and/or member of various committees, boards, and/or teams and collaborates, persuades, presents reports to and negotiates with others outside own work area to coordinate efforts and maintain cooperative and efficient relations.

Performs specialized research on assigned subjects for staff and management.

IMPORTANT JOB FUNCTIONS:

Assists in preparing the division budget, including: making recommendations; preparing forms; utilizing the computer; maintaining budget records throughout the year; monitoring expenditures; balancing and reconciling budget; preparing quarterly financial reports; preparing transfer memos; and attending budget meetings/hearings.

May conduct employee exit interviews; analyzes information gathered from interviews and addresses areas of concern, as appropriate; provides career counseling for City employees.

Responds to unemployment claims; attends administrative hearings.

Disseminates a variety of information and/or reports to various agencies, divisions, or departments via telephone, mail, email or FAX.

May serve as backup for other positions within the department.

Performs other related duties as assigned.

MINIMUM QUALIFICATIONS REQUIRED

Education and Experience:

Bachelor's degree from an accredited four-year college or university in a related field; and,

Three to four years of progressively responsible experience; or,

Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.

Knowledge of:

Modern principles and practices of human resources administration and record keeping.

Recruitment, testing and selection processes.

Compensation, classification and benefits administration policies and procedures.

Payroll administration.

Human resources information systems.

Applicable state, federal and local ordinances, laws, rules and regulations.

Union contract negotiations and applications.

External governmental bodies and agencies related to area of assignment.

Office administrative practices and procedures, such as business letter writing and the operation of standard office equipment, including a personal computer.

Operation and routine maintenance of general office machines, such as copiers, facsimile machines, and telephone systems.

Ability to identify confidential material and information and maintain confidentiality of same.

Ability to read and interpret documents such as operation and maintenance instructions, procedure manuals, and so forth.

Ability to understand and carry out written and oral instructions, giving close attention to detail and accuracy.

Ability to establish and maintain effective working relationships with others.

Ability to draft and type correspondence.

Ability to communicate in English both orally and in writing at the appropriate level.

Ability to perform mathematical calculations at the appropriate level.

Ability to deal with complex problems involving several variables in standardized situations.

While performing the essential functions of this job, the incumbent is regularly required to sit and stand; use hands to finger, handle, or feel objects; reach with hands and arms; speak and hear; and push, pull and/or lift up to 10 pounds occasionally.

Working Conditions:

Work is performed in a normal office environment with little exposure to outdoor temperatures or dirt and dust.

The incumbent's working conditions are typically moderately quiet.
