DEFINITION:
Assists in monitoring compliance of the County's diversity, equal opportunity, and civil rights-related programs.
CLASSIFICATION STANDARDS:
Positions allocable to this class perform research, investigative, and information gathering assignments which require a good working knowledge of the policies and procedures of the County's diversity, equal opportunity, and civil rights-related programs. Incumbents work under the immediate administrative and technical direction of a Senior Deputy Compliance Officer and receive guidance in the areas of application and interpretation of program policies, procedures, rules, and regulations. Incumbents' duties include the review and analysis of pertinent documentation and information to initiate investigation of employment discrimination complaints and/or to develop written recommendations to management concerning the initiation or continuation of clients' and contractors' involvement with Countywide programs.- Essential Job Functions
Conducts on-site visits to perform monitoring of program service issues, Living Wage Ordinance violations, equal employment opportunity contract compliance, Americans with Disabilities Act, program access, or other civil rights-related program activities.
Conducts interviews with members of the public, contractors, employees, authorized representatives, or parties to complaints to gather pertinent data; reviews highly-sensitive and confidential documents such as tax returns, payroll information, business or contractor's licenses, program plans and policies, etc., to research issues or to ascertain compliance with contract agreement or program.
Prepares detailed written recommendations summarizing results of on-site visits and making recommendations to support or to deny continued contractor participation in Countywide programs or to determine whether program discrimination complaints can be substantiated.
Provides technical assistance to County departments or the general public on the County's diversity, Equal Employment, and Civil Rights policies, plans, procedures, and programs to ensure effective implementation of programs.
Coordinates conferences to present County diversity, equal opportunity, and civil rights-related programs and compliance requirements in order to ensure program compliance and to foster a working environment free from unfair treatment, harassment, or discrimination.
Conducts studies and analyzes and prepares periodic and special reports related to various aspects of the County's diversity, equal opportunity, and civil rights related programs or government agencies, County management, contractors, unions, and community organizations.
Assists in the development of training programs and makes presentations to community groups and County line departments' staff on County policies and programs related to equal opportunity and civil rights compliance.- Requirements
SELECTION REQUIREMENTS:
TRAINING AND EXPERIENCE:
One year's experience assisting in developing programs related to diversity, equal opportunity, or civil rights issues or in monitoring organizations for compliance with established equal opportunity programs -OR- One year's experience as a representative of a government, non-profit or for-profit organization conducting/implementing business outreach activities for the purpose of contracting for services.
LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
PHYSICAL CLASS:
2 - Light. Light physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping, or squatting. Considerable walking may be involved.DESIRABLE QUALIFICATIONS:

This examination will consists of an oral interview evaluating the candidate's training, experience, personal fitness and general ability to perform the duties of the position weighted at 100%.
CANDIDATES MUST ACHIEVE A PASSING SCORE OF 70% OR HIGHER ON THE INTERVIEW PART OF THE EXAMINATION IN ORDER TO BE PLACED ON THE ELIGIBLE REGISTER.
ELIGIBILITY INFORMATION:
The names of candidates receiving a passing grade in the examination will be placed on the Eligible Register in order of their score group for a period of twelve (12) months following the date of promulgation. Passing this examination and being placed on the Eligible Register do not guarantee an offer of employment.
Applications will be processed on an as-received basis and promulgated to the Eligible Register accordingly.
