Under the direction of the City Manager, directs, coordinates, and designs an organization of comprehensive recreation, human services, and leisure services. - Typical Duties Performed

- Plans, oversees, and directs the City's community services programs and the City's contracted human services programs including activities for youth and adult sports, aquatics, special interest classes and workshops, excursions, facility reservations, community wide special events, senior citizen programs, contracted social services agencies, youth employment, and other specialized programs designed to meet the leisure and human services needs of the community.
- Prepares and monitors the Community Services Department budget, authorizes purchases, and develops financial accounting systems for fee based programs.
- Develops goals, objectives, and priorities for the Community Services Department and makes appropriate recommendations to the City Manager.
- Selects, trains, supervises, and evaluates staff.
- Serves as staff advisor to the Community Services Commission; oversees the Historical Preservation Advisory Council, and Youth and Senior Councils.
- Researches, develops, writes, and monitors grant programs.
- Assists in the design, development, and operations of parks, recreation and aquatics facilities.
- Plans, oversees, and directs the in-house human service programs which include senior services and youth services programs.
- Performs various in-depth administrative and analytical projects as directed with full responsibility for the preparation and completion of each project.
- Adheres to City and departmental policies and procedures, performs related work duties as required.
- Minimum Qualifications
- MINIMUM QUALIFICATIONS:
Knowledge of: Community services, human services and recreation programs; principles and practices of public sector management, procedures, personnel supervision and budgets; statistical concepts and methods; computers, databases, and applicable software applications including Microsoft Word and Excel.
Ability to: Communicate clearly and concisely, both orally and in writing; assess community services, recreation, aquatics, childcare, human services and social needs of the community, and design, develop and implement suitable programs; effectively supervise, train and evaluate assigned staff; establish and maintain effective working relationships with the public, community groups, agencies, media and staff; exercise good judgment, courtesy, and tact with staff and the public; demonstrate quality customer service skills and techniques; elicit community and organizational support for programs; deliver oral and written reports to various audiences; and work evenings and weekends.
EXPERIENCE AND EDUCATION:
Experience: Five years of increasingly responsible management experience in community services or human services including three years at a supervisory level with a public or private agency is required.
Education: Bachelor's degree in Public Administration, Recreation, Social Services or a related field is required. Master's degree in a related field is preferred.
LICENSE OR CERTIFICATE:
Possession of a valid California Class C driver license is required.
