Definition

Under general supervision or direction, provides administrative, budgetary, grant, and work-flow support. Administers and monitors the use of Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) Program funds, including compliance and monitoring activities; manages the effective use of program and project resources to improve organizational productivity and customer service; acts as liaison for the City to fair housing service provider; acts as liaison for the City to a variety of private, public, and community organizations and regulatory agencies; coordinates with a variety of City departments on CDBG-funded programs and infrastructure projects; provides responsible technical and administrative assistance to department management staff; fosters cooperative working relationships among City departments and acts as liaison with various community, public, and regulatory agencies; and performs related work as required.

  • Assists in developing goals, objectives, policies, procedures, work standards, and administrative control systems for the department to which assigned.
  • Participates in and oversees the development and administration of departmental budgets; monitors revenues and expenditures; identifies and recommends resolutions for budgetary problems.
  • Coordinates and performs professional-level administrative and programmatic work in such areas as budget development, financial administration and reporting, grants, purchasing, database management, contract administration, management analysis, public information, and program evaluation.
  • Plans, oversees, and administers highly complex department-specific programs and projects; develops and manages program budgets, including revenue projections, multi-year cash flow analysis, cost containment, and grant funds disbursement; directs all aspects of assigned programs, including legal and regulatory compliance to avoid substantial fines; receives, reviews, and organizes program applications; ensures that awards stay within funding limits; participates on various committees and may present committee recommendations to the City Council; sends award letters to program applicants; represents the City to applicants.
  • Serves as a liaison to employees, public, and private organizations, community groups, and other organizations; provides information and assistance to the public regarding the assigned programs and services; receives and responds to complaints and questions relating to assigned area of responsibility; reviews problems and recommends corrective actions.
  • Participates in the development and implementation of new or revised programs, systems, procedures, and methods of operation; compiles and analyzes data and makes recommendations regarding staffing, equipment, and facility needs.
  • Conducts a variety of analytical and operational studies regarding departmental and programmatic activities, including complex financial, budget, personnel, operational, or administrative issues or questions; evaluates alternatives, makes recommendations, and assists with the implementation of procedural, administrative, and/or operational changes after approval; prepares comprehensive technical records and reports, identifies alternatives, and makes and justifies recommendations.
  • May assist in the development and reporting of alternate funding sources and ensures compliance with Federal, State, City, and funding agency and City accounting and reporting requirements and applicable laws, regulations, and professional accounting practices.
  • Prepares and submits City Council agenda reports and various other commission, committee, and staff reports, resolutions, ordinances, and correspondence regarding assigned activities.
  • Confers with other management staff regarding provision of administrative and support services, including contracts, agreements, and grant reporting.
  • Maintains accurate records and files; develops storage of records and retention schedules.
  • Assists with and coordinates and organizes community events; represents City to residents in explaining City policies; provides outreach and public education programs to the community.
  • Plans, organizes, and oversees special projects as required.
  • Participates on a variety of interdisciplinary committees and commissions and represents the City to a variety of community and stakeholder groups.
  • Communicates orally, in writing, or through graphic representations and statistical summaries with colleagues, managers, employees, the public, organized employee groups and representatives of various organizations.
  • Implements and monitors CDBG and HOME activities, services, programs, and projects including approving and monitoring budget expenditures and administering activities and drawdowns through the Federal Integrated Disbursement and Information System (IDIS) and in coordination with the Finance Department.
  • Participates in the administration of the CDBG Program and HOME Program including developing publicity materials for citizen participation; prepares various technical reports, including Semi-Annual Labor Standards Enforcement Report, Minority Business Enterprise (MBE) Contract and Subcontract Activity Report, MBE Summary Report, Section 3 Summary Report in Section 3 Performance and Registry System (SPEARS), and Federal Financial Report; prepares CDBG agreements and case files.
  • Serves as the staff contact for the City's CDBG Program Committee.
  • Provides administrative support for CDBG Public Hearings and meetings; prepares Annual Action Plan, Five-Year Consolidated Plan, Consolidated Annual Performance Evaluation Report (CAPER), and Five-Year Analysis of Impediments to Fair Housing Choice.
  • Ensures environmental and labor compliance for CDBG and HOME activities.
  • Assists with negotiation of Affordable Housing and Federal HOME Agreements.
  • Oversees monitoring of assisted projects to ensure developers' compliance with Agreement terms such as Conditions, Covenants, and Restrictions (CC&Rs)
  • Assists with reviewing tax credit applications for projects in the City according to the requirements of the California Tax Credit Allocation Committee.
  • Participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs, projects, and the Community Development Department; recommends appropriate services within departmental policy.
  • Participates in the development and administration of Community Development Department budget.
  • Acts as the City's representative and liaison on relevant topics, including but not limited to, responding to questions and comments from the public in a courteous and timely manner, collaborating with involved parties to reach resolutions on identified issues, and speaking in public and making public presentations.
  • Establishes and maintains communication and cooperative relationships with business leaders, developers, organizations, private and public agencies, and the general public to promote and facilitate the implementation and execution of the City's housing programs.
  • Negotiates, reviews, and comments on various program and project agreements.
  • Administers the development of consultant requests for proposals for professional services; evaluates proposals and commends contract award; negotiates contract agreements and administers same after award.
  • Researches, compiles, and analyzes information; prepares specialized reports and correspondence related to projects and programs, including monthly reports, staff reports, financial spreadsheets, legal notices, oral presentations, annual report, implementation plan, news releases, and other correspondence; prepares and presents agenda items, memoranda, and reports to the City Council; makes recommendations on related issues.
  • Develops and standardizes procedures and methods to improve and continuously monitor recipients of CDBG funding to confirm the efficiency and effectiveness of programs, projects, service delivery methods, and procedures; assesses and monitors internal reporting relationships; identifies opportunities for improvements and recommends to Director.
  • Coordinates and prepares written materials on projects and programs, including marketing materials, agenda reports, spreadsheets, maps, memoranda, articles, and correspondence.
  • Attends and participates in professional group meetings and committees; provides advisory and staff support to various committees.
  • Provides administrative oversight of the CDBG citizen participation process.
  • Stays abreast of new trends and innovations in the field of housing programs; researches emerging products and enhancements and the applicability to City needs.
  • Monitors changes in regulations and technology that may affect operations; implements policy and procedural changes after approval.
  • Maintains accurate records and files; develops storage of records and retention schedules.

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the required qualifications would be:

Graduation from an accredited four-year college or university with major coursework in business administration, public administration, or a related field.

Three (3) years of professional administrative experience in municipal government, with two (2) years of progressively responsible public sector experience with the CDBG and HOME programs. Affordable housing, housing development, and neighborhood improvement experience is desirable.

Licenses and Certifications:

Possession of, or ability to obtain, a valid California Driver's License by time of appointment.

Supplemental Information

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone.  This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required.  Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, typewriter keyboard, or calculator and to operate standard office equipment.  Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information.  Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.
