South Coast Air Quality Management District (SCAQMD) is one of the largest and most technologically sophisticated environmental regulatory agencies in the nation. With a highly diverse "Clean Air Team" of over 800 employees, an annual budget of $162.6 million, and a state-of-the-art air quality laboratory, SCAQMD's mission is to protect public health from air pollution through a comprehensive program of planning, regulation, education, enforcement, compliance incentives, technical innovation, and promotion of public understanding of air quality issues.ABOUT THE POSITION:
Under direction of the Assistant Deputy Executive Officer - Administrative and Human Resources (ADEO-AHR), the Business Services Manager manages business services, facilities services, automotive services, print shop, mail subscription services, conference center, child care center, security guard, janitorial, and cafeteria operations for SCAQMD; supervises the work of staff involved in a broad range of business activities, personally performing the highest-level tasks involved in the property management function; and does other work as required. This position is further characterized by its scope and depth in budget preparation, procurement process, and contract management. The ideal candidate will possess excellent communication skills, and demonstrate the ability to develop and maintain strong professional relationships.- EXAMPLE OF DUTIES
Assists the ADEO-AHR through the accomplishment of special projects, to provide the information, analysis, and recommendations essential for effective decision-making.
Prepares purchase specifications and monitors the vehicle fleet operational budget to provide the SCAQMD with the required level of automotive services.
Reviews and administers child care center and cafeteria operator contracts; prepares Requests for Proposals, Requests for Quotations, and contracts for all needed services, including janitorial, landscape maintenance, and window washing.
Negotiates leases, analyzes proposed facility alterations, and reviews the adequacy of facilities to provide SCAQMD with effective building management; monitors the lease provisions for SCAQMD to assure lease compliance; establishes systems and procedures to assure the timely collection of pass-through costs, as provided for under the facility leases.
Manages all personnel in charge of facilities services and automotive services; evaluates subordinates' performance.
Researches real estate locations for potential offices, air monitoring stations, and other facilities; makes recommendations on property, and drafts and negotiates leases.
Reviews, analyzes, negotiates, and secures bids for building alteration plans and repairs; approves requests for maintenance and emergency repairs.
Develops standards of expected levels of service and prepares specifications for facility improvements, equipment, materials, and supplies.
Maintains vehicle maintenance history and monitors equipment inventory.
Gathers preliminary budgetary information and coordinates the preparation of the annual and three-year budgets primarily for, but not limited to, divisional budget accounts, various contract services, equipment, rental of premises, repairs, and alterations; reviews and approves for payment of utility bills, supply invoices, and contract services.
- MINIMUM & DESIRABLE QUALIFICATIONS
DESIRABLE QUALIFICATIONS:
A Master's Degree in Business Administration, Public Administration, Management or a related field is desirable. A Project Management Certification would also be a plus.
Project Management Experience, Budget Management Experience (particularly in the public sector), and demonstrated experience managing multiple facilities and buildings in several locations.
MINIMUM QUALIFICATIONS:
EXPERIENCE: Two years of management or supervisory responsibility for facilities planning and development in a major organization or closely related experience.EDUCATION: Graduation from an accredited college or university with a major in business, finance, architecture, engineering, or a related field.
SUBSTITUTION: A master's degree in one of the fields listed above or in business or public administration may substitute for some of the required management/supervisory experience.
Significantly greater experience in facilities management and business support services may be substituted for the required bachelor's degree.
KNOWLEDGE OF: The development and maintenance of long-range plans to accommodate changes in business facility needs; building codes and standards for building and vehicle fleet maintenance work; the bid process for obtaining consulting services; administrative and supervisory principles and practices; real estate acquisition and lease negotiation; basic and cost accounting principles and practices.
ABILITY TO: Analyze business facility and vehicle fleet needs and to develop and maintain long-range plans; evaluate real estate and negotiate purchases and leases; write requests for bids for consulting services and evaluate bidders; draft and administer contracts; analyze business needs and develop cost-effective solutions; set and enforce standards for facility maintenance and business services; keep precise records regarding facility, vehicle fleet, and other business operations; establish and maintain effective working relationships with District personnel and others contacted in the course of work; communicate effectively, both orally and in writing.

THE SELECTION PROCESS
