Definition

Under direct supervision, performs duties associated with assuring community compliance with municipal ordinances.  The incumbent will have extensive contact with the public through investigating complaints and recommending corrective action; performs other duties as required.

Essential Job Functions

Duties include, but are not limited to the following: investigates complaints relating to the enforcement of occupancy, property maintenance, weed abatement, upkeep and management of private property, zoning, land use, public nuisance, building and safety, fire, health, business licensing, sanitation and related code provisions; inspects businesses in the City for conformance with the provisions of the Municipal Code and City ordinances; responds to complaints of alleged violations; issues notices of violations and citations and re-inspects for compliance; meets with property owners to obtain compliance; provides information on City ordinances; prepares evidence and maintains records of inspections; prepares correspondence and other reports; compiles court evidence, files claims and testifies in court as required; maintains records for statistical and follow-up purposes; provides assistance to the public and other City staff; researches appropriate laws, code and regulations in preparing recommendations for allowance or discontinuance of activities in question; issues warning letters to violators specifying unsafe conditions and necessary  corrective actions and compliance dates; discusses non-compliant conditions with residents and property owners and abatement alternatives; coordinates removal of abandoned or junked vehicles with the Police Department; prepares monthly activity reports, conducts special assignments and prepares various reports; establishes and maintains effective working relationships with City employees and the public; position may be required to work on weekends, evenings and/or holidays and performs related duties as required.

Qualification Guidelines

Education and/or Experience:  High school diploma or GED required; Supplemental college level courses in Administration of Justice, Public Administration, Urban Planning or related field and two (2) years experience in municipal government code enforcement, building trades/inspections.

Knowledge of:  Principles and practices of municipal zoning and land use regulations; housing, building, and fire codes and health laws; nuisance abatement; public safety; investigation and research related to the enforcement of City codes; building, electrical, plumbing and mechanical codes and standards; effective work management and organization methods; municipal court procedures; law enforcement procedures and administrative techniques, evidence collection and case preparation; effective public relations techniques.
 
Ability to:  Deal effectively and tactfully with the public and obtain compliance with City codes; communicate in a clear, concise manner, verbally and in writing; and understand and interpret the municipal code; keep records and field notes; keep detailed, accurate notes and records for potential litigation; deal calmly with rude or angry people; initiate,  recommend and carry out effective field actions; foster a teamwork environment; read, write and communicate effectively; establish and maintain cooperative working relationships with City staff and  the public; enforce codes with firmness, tact and impartiality; conduct work in a safe manner in accordance with established policy; operate computer equipment and provide assistance to the public and City staff.
 

Licenses and Certificates

Possession of and ability to maintain a valid Class "C" California Driver's License and the ability to obtain a Penal Code 832 Certification within six (6) months of employment.

Selection Process:
Applicants must complete an application online prior to the final filing date.   Applications will be screened for qualifications appropriate background and only the most qualified will be invited to participate in the examination process.  Successful candidates must achieve a minimum passing score in each of the test components.  Applicants will be notified by e-mail as to the test date, time and location.  The examination process will include an oral interview weighted at 100%.
 
Candidates will be required to pass a City administered pre-employment physical and may be required to pass a thorough background investigation and polygraph examination as a part of the selection process.  Candidates who do not pass will be disqualified and removed from the eligibility list.
