Description

THE POSITION

Under general supervision, performs a variety of administrative and technical personnel related duties in support of the City's human resources and risk management operation. This position will work in a very dynamic, fast paced, and team driven Human Resources environment. The Human Resources Generalist will support several core human resources functions including, but not limited to: hiring and selection; safety and risk management; employee relations; leadership/professional development and compliance training programs.
 
This position will also assist other Human Resources professional staff in the preparation of   reports and spreadsheets; assist in developing personnel guidelines; conduct research and  analysis; and implement HR best practices; perform administrative support functions involving salary surveys, office organization and filing of highly confidential documents, human resources-related payroll functions, scheduling pre-placement physicals, background checks, starting dates and complete required forms; assist in conducting new employee orientations; develop employee engagement and productivity improvement programs; assist with benefits administration and perform other administrative duties as required.
 
MINIMUM QUALIFICATIONS
Any combination of education and/or experience that would provide the necessary knowledge, skills and abilities for excellent job performance.  A typical way to fulfill the minimum requirements could include:
  • One year of experience working in a human resources operation performing administrative support or professional work, preferably in a public sector environment; and
  • A Bachelor's degree in human resources administration; organizational or leadership development; business administration; public administration or related field.
  • An IPMA-HR Certified Professional (CP) designation is highly desirable.
  • Familiarity with CalPERS payroll and benefits administrative guidelines is desirable.
 
KNOWLEDGE, SKILLS & ABILITIES
  • Knowledge of: basic practices and techniques of public personnel administration; including benefits, recruitment and selection;
  • Knowledge of basic research techniques and methods; modern office equipment and  systems, including computers, and software programs including excel, word, power point and publisher;
  • Basics of federal, state and local laws and regulations applicable to areas of assigned responsibilities;
  • Basic data gathering and analysis techniques; Read, interpret, explain, and adhere to policies and procedures; Ability to think innovatively and adapt to a changing environment
  • Communicate effectively, clearly, and concisely, both orally and in writing utilizing the English Language;
  • HR payroll practices and benefits administration and familiarity with CalPERS guidelines;
  • Develop positive and customer focused relationships with employees and management at all levels of the organization.
 
WORKING HOURS
This is a non-benefited, part-time position and is "at-will". This position shall not exceed 999 total hours per fiscal.  Working hours will be assigned at the discretion of the Human Resources Department. The successful candidate will work on average of 20 hours per week between Monday through Thursday from 7:30 am to 6:00 pm.
 
BENEFITS AND COMPENSATION
Hourly compensation will depend on qualifications, prior experience, and skills. Employment with the City may be discontinued at any time without cause, notice or right of appeal or hearing.
 
Under the California Healthy Workplaces, Healthy Families Act of 2014 and in accordance with City of Baldwin Park Paid Sick Leave Policy the successful candidate will receive 24 hours of paid sick leave in a 12-month period.
 
 

SELECTION PROCESS

  • The successful candidate will be required to undergo a background check which includes fingerprinting, pre-employment medical examination, including a drug/alcohol screening; and must be able to establish both work                   authorization and identity.
