Description
Basic Function
To manage small business, diversity, disadvantaged, certification, business development, or outreach programs.
Example Of Duties
- Oversees administration of small business certification functions and processes in support of Metro’s Disadvantaged Business Enterprise (DBE) and Small Business Enterprise (SBE) certification functions
- Participates in and represents Metro in the California Unified Certification Program
- Analyzes certification applications, resolves issues, and makes recommendations on certifications based on adherence to the Department of Transportation’s (DOT) regulations (CFR 49 Part 26) and Metro’s own SBE certification program
- Develops and implements various business development programs and program elements, processes, and tracking mechanisms
- Administers contracts and departmental programs to ensure that Metro is in compliance with applicable laws and policies, and program goals and objectives
- Establishes and monitors long-range goals, schedules, and strategies
- Interfaces with various small business and professional organizations, outside organizations, and other transit and government agencies to promote department programs
- Coordinates functions, groups, and projects related to certification and business development programs
- Establishes and maintains budget for small business certification functions and generates financial reports
- Reviews and processes vendor invoices and ensures prompt payment for program fees
- Establishes monitoring procedures to measure success of program activities
- Conducts internal and external trainings to increase program awareness
- Oversees consultant contracts and related activities
- Recommends, reviews, updates, and implements department policies and procedures
- Monitors legislative changes that impact department programs
- Responds to governmental agencies regarding Disadvantaged Business Enterprise (DBE), certification, labor, or outreach-related matters
- Oversees preparation of written documentation regarding audits, disputes, findings, hearings, and appeals
- Prepares and presents reports to supervisor, the Board of Directors, and management
- Represents department at meetings, conferences, and public events
- Assists in the preparation of the departmental budget
- Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all subordinate employees
- Contributes to ensuring that the EEO policies and programs of Metro are carried out
Requirements For Employment
- Bachelor's degree - Business, Public Administration, or other related field
- 4 years' senior-level experience developing, implementing, and administering small business programs or similar government programs
- Valid California Class C driver license
Preferred Qualifications :
- Experience with federal and state laws and regulations such as the DOT’s CFR 49 Part 26, specifically as it relates to certification functions
- Experience with project management
- Experience conducting presentations to large audiences
Knowledge:
- Theories, principles, and practices of small business programs and/or program/ project development, implementation and administration
- Federal and state laws and regulations such as the DOT’s CFR 49 Part 26, specifically as it relates to Certification functions
- Public agency procurement processes, contract administration, policies and procedures development, and budgetary and accounting principles
- Modern management theories
Abilities:
- Manage a large scale Certification Unit and make certification determinations and recommendations according to regulations and policies
- Oversee large-scale small business programs or business development functions. Communicate effectively orally and in writing and present material to large groups
- Prepare comprehensive reports and correspondence
- Analyze situations, identify problems, recommend solutions, and evaluate outcome
- Exercise judgment and creativity in making decisions
- Plan financial and staffing needs
- Determine strategies to achieve goals
- Compile, analyze, and interpret complex data
- Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets and labor/management agreements
- Interact professionally with various levels of Metro employees and outside representatives
- Supervise subordinate staff
- Read, write, speak, and understand English
