Essential Job Functions

A Building Permit Technician I is responsible for performing a combination of the following essential job functions:  learns the skills to provide helpful and professional customer service at the counter and via phone, and emails requests to the general public including architects, engineers, contractors, developers, and homeowners with technical information concerning building permit requirements and procedures to comply with State, County, and City laws and building codes; learns skills to make final review of forms for permit applications, bonds, easements, waivers, and affidavits for accuracy, completeness and compliance with all pertinent laws and codes prior to permit issuance; learns the skills to calculate fees for building permits using standardized fee tables and formulas; verifies worker's compensation and valid contractor license information have been filed with the Los Angeles County computer-based program, receives fees, balances and records daily cash transactions; learns the skills to read and interpret portions of plans for building projects and advises the public pertaining to building codes, construction plan requirements, zoning regulations and other information that may be requested; learns the skills to assist the general public with record research; and records, logs, compiles and maintains various permit related files, data, documents and plans.

Requirements

SELECTION REQUIREMENTS
OPTION I:  Three years of office clerical experience, one year of which must have been in specialized or supervisory capacity.*

OPTION II: Completion of 15 college semester units or equivalent in an accredited college** in any combination of building inspection technology, engineering, architecture, physical science, or mathematics.***

OPTION III: Current certification by the International Code Council (ICC) as a Permit Technician or equivalent permit technician certification.***

LICENSE
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
 
PHYSICAL CLASS
Physical Class II – Light: Light physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping or squatting. Considerable walking may be involved.


SPECIAL REQUIREMENT INFORMATION
*Specialized clerical experience means experience at the level of Los Angeles County's classes of Intermediate Clerk or Intermediate Typist-Clerk.  Supervisory clerical experience means experience at the level of Los Angeles County's classes of Supervising Clerk or Supervising Typist-Clerk.

**Accredited institutions are those listed in the publications of regional, national, or international accrediting agencies which are accepted by the Department of Human Resources.  Publications such as American Universities and Collegesand International Handbook of Universities are acceptable references.  Also acceptable, if appropriate, are degrees that have been evaluated and deemed to be equivalent to degrees from United States accredited institutions by an academic credential evaluation agency recognized by The National Association of Credential Evaluation Services or the Association of International Credential Evaluation, Inc. (AICE).

Accredited colleges and universities include all four-year colleges and universities and two-year colleges (i.e., community, junior colleges) that meet the accreditation guidelines mentioned on the bulletin.

Outside Los Angeles County employment experience must include performing skilled typing work, performing specialized clerical duties requiring a working knowledge of specialized subject matter and the specialized clerical functions involved and the use of initiative and judgment within procedural and policy limits.

***Applicants MUST submit a copy of their transcript/certificates, or current certification by the ICC as a Permit Technician or equivalent permit technician certification with their application or within fifteen (15) calendar days from filing.  The transcript must indicate completion of 15 semester or 23 quarter units and the area of specialization.  Unofficial transcripts are acceptable at the time of application filing; however, official transcripts will be verified at the time of appointment.  Applications submitted without the required transcripts/certificates will be rejected.

EXAMINATION CONTENT
This examination will consist of two (2) parts:
 
Part I: A qualifying written test consisting of arithmetic computation, reading comprehension and ability to check and compare data.
 
Only those candidates who earn a qualifying score of 70% or higher on the written test will be allowed to proceed to the interview portion of this examination.  THE WRITTEN TEST IS NOT REVIEWABLE BY CANDIDATES PER CIVIL SERVICE RULE 7.19.
 
Part II:  An interview covering training, experience, personal fitness and general ability to perform the duties of the position weighted 100%.
 
Candidates must achieve a passing score of 70% or higher on the interview in order to be placed on the eligible register.
 
Final results will be sent by U.S. postal mail.  Test scores cannot be disclosed over the phone.

ELIGIBILITY INFORMATION
The names of candidates receiving a passing grade on the examination will be added to the eligible register in the order of their score group for a period of twelve (12) months following the date of eligibility.

NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS.

Applications will be processed on an as-received basis and promulgated to the eligible register accordingly.

The resulting eligible register for this examination will be used to fill vacancies in the Department of Public Works, Building and Safety Division.
