DEFINITION:
Supervises a team of fiscal personnel who are responsible for financial analysis and accounting systems design, and cost and revenue accounting for the Department of Health Services.

 

Essential Job Functions

Supervises fiscal personnel who are evaluating costs, analyzing revenue, designing accounting systems and performing other accounting and financial studies and procedures.

Analyzes and interprets complex and extensive accounting and other financial provisions of laws and regulations and recommends steps for their implementation.

Analyzes management's objectives in order to anticipate their needs and advises management on long-range systems planning and the accounting and financial implications of existing and projected departmental operations.

Assists in the development, revision and implementation of fiscal controls, new accounting procedures, standards and forms.

Overseas the development of various revenue reports to increase departmental efficiency and streamline system and security in accordance to the department's internal controls and procedures.

Prepares cost reports and models, investigates and researches variances, and prepares financial statements.

Designs, develops and maintains database systems using technical skills, such as Microsoft Access and Structured Query Language programming.

Provides financial analysis and reporting work to the department in the preparation of cost reports for Federal and/or State reimbursement.

Requirements

SELECTION REQUIREMENTS:
Bachelor's degree from an accredited* institution with twenty-one (21) units of accounting - AND - One (1) year's professional accounting experience at the level of County of Los Angeles Class of Senior Accounting Systems Technician**, Senior Accounting Systems Analyst*** or higher.

PHYSICAL CLASS II - Light:
Light physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping or squatting. Considerable walking may be involved.

SPECIAL REQUIREMENT INFORMATION:
*In order to receive credit for any college course work, or any type of college degree, such as a Bachelor degree, or higher, you must include a legible photocopy of the official transcripts to verify course work from the accredited institution which shows the area of specialization, with your application or within fifteen (15) calendar days of filing your application online.

**Experience at the level of Los Angeles County class of Senior Accounting Systems Technician is defined as:  Supervises professional accounting systems analysis work in connection with the internal audit, development, evaluation, and review of large-scale and complex fiscal control systems for State and Federally financed welfare and other programs.

***Experience at the level of Los Angeles County class of Senior Accounting Systems Analyst is defined as:  Acts as lead person and performs the more complex accounting system analysis.

DESIRABLE QUALIFICATION:
Additional credit will be given to applicants who possess desirable qualification in excess of Selection Requirements:

  • Experience in designing and developing various accounting system databases.

EXAMINATION CONTENT:
This examination will consist of two (2) parts:  

Part I: This examination will consist of an evaluation of education and experience based upon application information and desirable qualifications, weighted at 50%.

Part II: An Appraisal of Promotability which will measure the applicants, knowledge and skills, problem solving, written and oral communication skills, interpersonal effectiveness, and supervision, weighted at 50%.

CANDIDATES MUST ACHIEVE A PASSING SCORE OF 70%, OR ABOVE ON EACH WEIGHTED PART OF THE EXAMINATION IN ORDER TO BE PLACED ON THE ELIGIBLE REGISTER. 

ELIGIBILITY INFORMATION:
Applications will be processed on an "as-received" basis, and those receiving a passing score will be promulgated to the eligible register accordingly.

The names of candidates receiving a passing score in the examination will be added to the eligible register in the order of their score group for a period of twelve (12) months following the date of promulgation.

NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS.

SPECIAL INFORMATION:
Appointees may be required to work any shift including evenings, nights, weekends, and holidays.

The resulting eligible register from this examination will be used to fill vacancies throughout the Department of Health Services as they occur.
