- DEFINITION/STANDARDS
DEFINITION:
Assists in analyzing and making recommendations for improvements in the cash flow systems of County departments.
CLASSIFICATION STANDARDS:
This class is distinguished by its responsibility for assisting in reviewing and analyzing cash flow systems in County departments, and for assisting in recommending and developing new and improved systems in order to increase control and maximize earnings from revenue. This class is further distinguished by assisting in placing investments through local banks, as directed by the Assistant Operations Chief, TTC.- EXAMPLES OF DUTIES
Assists in analyzing, recommending, and developing new cash flow systems in order to increase control and maximize earnings from revenue.Assists in analyzing and evaluating existing departmental fiscal procedures in computerized and manual accounting systems.Confers with County departmental management concerning cash flow and improved fiscal procedures.Assists in recommending new or revised fiscal procedures and assists departments in their implementation and monitoring. Assists in developing reporting systems to measure increased earnings and control.Assists in analyzing departmental sources of revenue and determines lag time between receipt of funds and deposit with the County Treasurer.Assists in analyzing and recommending changes in cashiering and depositing procedures.Assists in analyzing and recommending changes in the use of mail, messenger, armored car services, and electronic money transfer systems.Reviews bank accounts and recommends their continuance, discontinuance, and the amount of cash necessary for operational use.Assists in analyzing and making recommendations as to the necessity for revolving funds, the minimal level for operational use, and possible replacement with zero balance accounts.Assists in the computation and analysis of compensating balances left with banks to determine amount of cash available for investment.Assists in placing investments through local banks as directed by the Assistant Operations Chief, TTC.
- REQUIREMENTS
MINIMUM REQUIREMENTS:
TRAINING AND EXPERIENCE:
One year's experience as the head of a major section of Los Angeles County's Department of Treasurer-Tax Collector -OR- Two years financial or accounting experience involving the analysis of cash flow procedures.
LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
