Typical Qualifications

Knowledge of:

 

  • Principles and practices of municipal management and government.

  • Project and/or program managementanalytical processes, and report preparation techniquesmunicipal programs and other related governmental programs.

  • Organizational and management practices as applied to the analysis. evaluation, development, and implementation of programs, policies, and procedures.

  • Basic principles and practices of public administration as applied to operational uniand program administration.

  • Research and reporting methods, techniques, and procedures including sources of information related to a broad range of municipal programs, services, and administration.

  • Applicable Federal, State, and local laws, rules, regulations, ordinances, and organizational policies and procedures relevant to assigned area of responsibility.
  • Public relations techniques.
  • Principles and practices of contract negotiation, preparation, and evaluation; public agency budget development and administrationand sound financial management policies and procedures.
  • Recent and on-going developments, current literature, and sources of information related to the operations of the department.
  • Record keeping principles and procedures.
  • Modern office practices, methods, and computer equipment and applications related to the work.
  • English usage, grammar, spelling, vocabulary, and punctuation.
  • Techniques for effectively representing the City in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.
  • ESRI knowledge is highly desirable.
Ability to:
 
  • Assist in the development of goals, objectives. policies, procedures, and work standards for the department.

  • Coordinate and oversee programmatic administrative, budgeting and fiscal reporting activities.

  • Plan and conduct effective management, administrative, and operational studies.

  • Conduct research on wide variety of administrative topics including contract feasibility, budget and staffing proposals, and operational alternatives.
  • Analyze, interpret, summarize, and present administrative and technical information and data in an effective manner.
  • Understand, interpret, apply, explain, and ensure compliance with Federal, State, and local policies, procedures, laws, and regulations.
  • Research, analyze, and evaluate new service delivery methods, procedures, and techniques.
  • Prepare clear and concise reports, correspondencepolicies, procedures, and other written materials.
  • Effectively represent the department and the City in meetings with governmental agenciescommunity groupsand various businesses, professional, and regulatory organizations and in meetings with individuals.
  • Establish and maintain variety of filing, record keeping, and tracking systems
  • Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; o rgani ze own work, sepriorities, and meet critical time deadlines.
  • Operate modern office equipment including computer equipment and specialized software applications programs.
  • Use English effectively to communicate in person, over the telephone, and in writing.
  • Use tactinitiative, prudence, and independent judgment within general policy procedural, and legal guidelines.
  • Establish, maintain, and foster positive and effective working relationshipwith those contacted in the course of work.
Education and Experience:

Any combination of training and experience that would provide the required knowledge, skillsand abilitieis qualifyingA typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a four-year college or university with major course work in business or public administration and two years of professional experience in administrative and management analysis; or an equivalent combination of training and experience.

 

Licenses and Certifications:
  • Possession of, or ability to obtain, a valid California Driver's License by time of appointment.
