The City of Bell is recruiting for an exciting career opportunity in the City Clerk’s Office.  We are looking for a team player who will assist the City Clerk with building on the great work that has been done to modernize the city.  The Assistant City Clerk will provide professional administrative and analytical assistance to the City Clerk with city-wide issues, programs or operations. Plans, organizes and conducts special projects and studies and prepares routine and comprehensive reports related to the City’s Clerk’s Office.

DESCRIPTION:

Under general direction, assists the City Clerk in carrying out the programs and activities of the City Clerk function and serves as acting City Clerk in the City Clerk’s absence; drafts and finalizes City Council agendas, minutes and follow ups; serves as Filing Officers in carrying out requirements of the Fair Political Practices commission applicable to the City; implements the City’s records management program; and performs related duties as assigned.  The Assistant City Clerk is distinguished from other administrative positions by the incumbent’s need to know and apply in-depth knowledge of legal requirements, processes, and procedures necessary to support the functions and operations of the City Council in the conduct of City business.

SUPERVISION RECEIVED AND EXERCISED:

This position is responsible for providing highly complex staff assistance to City Council and management staff.  The incumbent is expected to have a high degree of thoroughness and accuracy in performing the required duties, work with considerable independence and perform work according to established guidelines.  May exercise director and/or functional supervision over administrative support staff.  Receives supervision from the City Clerk, City Manager, and City Council.

ESSENTIAL FUNCTIONS:

Duties may include, but are not limited to, the following:

Drafts and finalizes City Council agenda and informational packets; researches and compiles various types of information; prepares a variety of written materials.

Provides administrative oversight of the City’s records management program, which includes the on-going maintenance of policy to facilitate the preservation of public records, calendars and procedure manuals; receives claims and subpoenas for the City.

Plans and directs the maintenance, filing, and safekeeping of all municipal documents.

Dictates and proofreads a wide variety of reports, letters, memos, and statistical charts; independently composes correspondence related to responsibilities assigned.

Monitors compliance with State and local campaign finance and conflict laws; notifies filers of their obligations; provides assistance to filers and maintains logs of all Fair Political Practices Commission required filings.

Attend meetings as required, take and transcribe meeting minutes, conduct follow-up activities related to actions including the indexing and recording of documents and processing agreements.

Assists the City Clerk in conducting City elections; performs pre-election support functions including ordering candidate forms and materials, assembling packets and providing information to candidates and the public on election and candidacy requirements and procedures.

Research, compile, and analyze data for special projects; collect and assemble data and background materials for a variety of reports; develop and recommend solutions.

Provide information and answer inquiries from officials, the public, and City staff on laws, procedures, and policies.

Performs related duties as assigned.

QUALIFICATIONS GUIDELINES:

To qualify for this position, an individual must possess a combination of experience, education, and/or training that would likely produce the knowledge and abilities required to perform the work. A desirable combination of qualifications is described as follows:

Education:

Equivalent to a High School diploma or GED supplemented by college-level coursework in business or public administration.

Experience:

Three (3) years of increasingly responsible experience involving the development and maintenance of detailed and complex records and legal documents, the meeting of critical deadlines and the interpretation of laws, regulations, and other legal requirements; or an equivalent combination of training and experience.  Previous experience as a City Clerk and ability to speak Spanish is desirable.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of:

Operations, services and activities of the Office of the City Clerk.

Federal, state and local laws, codes and regulations applicable to City government operations, procedures, and elections.

Municipal codes and laws such as the Brown Act, Political Reform Act, Public Records Act and Elections Code.

Use of proper business English, grammar, and spelling.

Principles and practices of administrative management including records management.

Methods of analyzing, evaluating and modifying administrative policies and procedures.

Modern office practices, methods, and equipment.

Methods and techniques of providing quality customer service to City staff and members of the public.

Ability to:

Provide information and organize material in compliance with laws, regulations, and policies.

Interpret and make decisions in accordance with laws, regulations, and policies.

Analyze a variety of administrative problems and make sound policy and procedural recommendations.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contracted in the course of work.

Meet critical deadlines while maintaining sufficient flexibility to meet other office needs.

LICENSE, CERTIFICATE, AND REGISTRATION REQUIREMENTS:

Ability to obtain and retain a California Class C driver’s license by the time of appointment.  Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis. Requires ability to obtain a certification as a Notary Public. Certification as a Municipal Clerk is desirable

PHYSICAL AND MENTAL REQUIREMENTS

Mobility – frequent standing or sitting for extended periods; frequent walking; occasional driving may be required depending upon assignment; occasional pushing/pulling; occasional bending, kneeling, squatting and crawling.  Lifting – occasional lifting up to 25 pounds.  Vision – constant use of good overall vision for reading/close up work; frequent use of color perception and eye/hand coordination; occasional use of depth perception and peripheral vision.  Dexterity – frequent repetitive motion from writing and using a computer keyboard; frequent grasping, holding and reaching.  Hearing/Talking - frequent hearing/talking to others on the telephone and in person; occasional hearing of faint sounds.  Emotional/Psychological – frequent decision making and concentration; occasional public contact; occasional working alone.

WORKING CONDITIONS

Work is generally performed in an indoor environment, but occasionally requires travel to other City locations and adjacent areas.  May encounter angry or upset citizens. Subject to frequent interruptions and extensive contact with the public.  Extension of the workday may be required to meet deadlines and or/attendance to meetings.
