THE POSITION
The Public Health Emergency Preparedness (PHEP) Program is seeking a Management Analyst I to lead and implement planning and response efforts to mitigate public health emergencies. This position will conduct a variety of activities to support preparedness and response efforts, (such as data analysis, risk communications, health promotion and program evaluation), establish and revise response plans and training opportunities for staff, and ensure equitable public health services are available to the community. This candidate will also engage in activities to support the COVID-19 pandemic response. The Management Analyst I may also be assigned to perform various administrative staff functions including program/organizational analysis, project management, legislative analysis and development, and contract administration with a focus on Public Health Emergency Preparedness. 
 

IDEAL CANDIDATE
The ideal candidate will possess excellent communication skills as well as the technical skills needed to assess and make strategic recommendations on a range of operational issues impacted by disaster/emergency management.
 
ABOUT THE DEPARTMENT
Since 1892, the Pasadena Public Health Department has been responsible for helping protect, maintain, and improve the health of the Pasadena community. The City of Pasadena is one of only three cities in the State of California that maintains its own independent local health jurisdiction with responsibility for a wide variety of services that support the three core functions of assessment, policy development and assurance.
 
The Pasadena Public Health Department is funded through various State and Federal grants and employs a diverse, compassionate, and forward thinking group of professionals dedicated to providing the highest quality care and services. Although Public Health positions are funded through external grants and programs of various kinds and duration, we have been fortunate to be able to sustain most of our positions over many years through our own success and growth, and we have many opportunities for our employees. Essential Functions

  • Serves as a member of the Public Health Emergency Preparedness Team; analyzes and evaluates Public Health Emergency Preparedness project planning, research, statistical analysis and activities; coordinates with other departmental staff to meet goals and objectives.
  • Coordinates bioterrorism-related and epidemiological surveillance and investigations; responds to emergency incidents and disasters; provides recommendations on administrative and operational problems, policies, procedures, and performance measures.
  • Conducts legislative analysis and technical research to make recommendations concerning developments and trends in disaster and emergency preparedness.
  • Interprets local, State, and Federal regulations to advise local emergency planning for compliance with such regulations; writes various reports and assists with developing policies, procedures, and grant proposals; assures compliance with grant reporting.
  • Responsible for coalition building and strengthening programmatic partnerships with various agencies and stakeholders; prepares and conducts presentations to the community, healthcare professionals and peers, and the media as necessary.
  • Plans and implements projects related to disaster preparedness services.
  • Analyzes, interprets, and explains City and departmental policies and procedures.
  • Coordinates the Public Health department's emergency preparedness and response activities, including continued support to the COVID-19 pandemic response.
  • May supervise the work of interns.
  • Performs other related duties as assigned.

EDUCATION AND EXPERIENCE
  • Bachelor's degree in public health or a closely related field.
  • Some administrative and/or analytical experience in the area of Public Health Emergency Preparedness.
PREFERRED QUALIFICATIONS
  • Professional work experience in Public Health Emergency Preparedness and Epidemiology is highly desirable.
  • A Master's degree in Public Health is highly desirable.
