MINIMUM QUALIFICATIONS

Education and Experience Guidelines:
Bachelor's Degree in Civil Engineering from an accredited university; AND five (5) years of increasingly responsible professional civil engineering experience, including two (2) years of managerial or supervisory experience; OR an equivalent combination of education and experience.
 
License and Certification Requirements:  

  • Registration as a Professional Engineer by the California Board for Professional Engineers and Land Surveyors is required.
  • Must possess or have the ability to obtain a valid class C California Driver’s License and a satisfactory driving record.  
Knowledge of:
  • City organization, operations, policies, and procedures.
  • Principles and standards of municipal civil engineering programs, urban planning, capital improvement, program management, land development and subdivision, surveying, tract and parcel maps, transportation planning, traffic engineering, and traffic operations, and construction management.
  • Principles and practices of administrative management, including personnel rules, procurement, budgeting, contract and risk management, performance management, goal setting, program development, and project management.
  • Principles of design, construction, and management of public works engineering projects.
  • Techniques for effectively representing the City in coordination with governmental agencies, community groups, and various business, professional, educational regulatory, and legislative organizations.
  • Federal and State codes and regulations governing civil engineering and public works projects.
  • Techniques of investigating, inspecting, and resolving stormwater quality and water resource issues.
  • Utilizing standard and specialized software, including GIS, CAD, and engineering analysis software applications used in planning, engineering, and construction management.
  • Methods and techniques of preparing technical and administrative reports, and general business correspondence.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.
  • Record keeping and file maintenance principles and procedures.

Skill in:
  • Analyzing technical issues, evaluating alternatives, and making recommendations based on findings.
  • Plan, organize, and manage the staff, consultants, and operations of the Engineering Division.
  • Analyzing and developing solutions for municipal engineering issues.
  • Interpreting and applying engineering and safety standards, complex variables, State and Federal regulations, City standards, codes and policies.
  • Analyzing and evaluating technical engineering data and construction documentation.
  • Applying engineering theory and skills to solve engineering project issues and  problems.
  • Assessing and prioritizing multiple tasks, projects, and demands.
  • Planning, organizing, and coordinating the work of team members.
  • Establishing and maintaining cooperative working relationships with other team members, elected officials, developers, contractors, and representatives from other local, State and Federal agencies.
  • Effective verbal and written communication.
  • Preparing and administering large and complex budgets; allocate limited resources in a cost-effective manner.
  • Managing and administering a comprehensive capital improvement program; reviewing and developing designs, plans, long range capital improvement plans, and specifications.
  • Preparation of clear and concise reports, correspondence, policies, procedures, and other written materials.
  • Independently organizing work, setting priorities, meeting critical deadlines, and following-up on assignments.
