The Team... 
The Harbor Department is seeking TWO Administrative Analyst II Non-Careers  to fill an open position in the Human Resources (HR) Division. The HR Division is dedicated to successfully integrating the HR Centers of Excellence including Talent Management, Employee Relations and Engagement, and Learning and Development, that ultimately leads to attracting, engaging, and optimizing the results of a diversified and qualified workforce. At the helm is a progressive, transformational HR thought leader who is biased to action. The dedicated and inspired HR Influencers in the division work diligently to serve and ensure organizational cadence with the Strategic Plan, Mission, Vision, and values of the Port.

EXAMPLES OF DUTIES

The Role... 
Under general supervision, the Administrative Analyst II Non-Careers will contribute to the recruitment and selection process for assigned client groups.
 
They will take part in:

  • Developing a recruitment plan for each job opening.
  • Screening candidates for qualifications and position alignment.
  • Conducting first- and second-level interviews, and arranges additional interviews for clients.
  • Preparing all documentation for a hire, including references, background investigations, verification of prior employment and education, and conditional offer of employment letters.
  • Contributing to Port-sponsored recruitment related events such as Candidate Connect, an event tailored to provide information, inspiration and networking opportunities for job applicants, and the Port High School Internship Program.
  • Assisting in Learning & Development initiatives.
  • Providing prompt responses to inquiries from customers on a wide range of HR-related subjects.
  • Performing other duties as assigned.

REQUIREMENTS TO FILE

What we are looking for…

Education

  • Requires a Bachelor's Degree in Human Resources, Communications, English, or a related field.
Desirables
In order to REALLY catch our attention, your profile and experience will demonstrate the following professional attributes and strengths:
  • Two years of Human Resources generalist work experience, preferably in public sector is desirable. 
  • General understanding of Civil Service classifications and procedures is desirable.
  • General understanding of NEOGOV applicant tracking system and/or Spark Hire video interview software is highly desirable.
Professional Knowledge and Characteristics 
Ability to establish, build and maintain effective working relationships with all levels of employees, including top, middle and supervisory levels of management.
  • Ability to become proficient at applicant software programs.
  • Ability to compose correspondence, prepare documents and make arrangements with only brief instructions given.
  • Ability to handle frequent interruptions, and to prioritize tasks to complete multiple assignments with competing deadlines.
  • Ability to organize and plan so that workflow is managed efficiently and accurately.
  • Ability to gather information, identify research resources, and find solutions.
  • Ability to set priorities, take initiative and exercise sound independent judgment.
  • Ability to handle confidential department and employee information with complete discretion and use a high degree of tact, diplomacy and discretion in dealing with sensitive and confidential situations.
  • Ability to follow verbal and written direction. 
  • Knowledge of compensation principals as they relate to employment offers.
  • Knowledge of performance management methods.
  • Proficient use of MS Office, including Word, Access, PowerPoint, Excel, Outlook, and other related applications to include Adobe Acrobat.
  • General understanding of employment laws and regulation and policy development.
  • Excellent communication skills, both verbal and written, in English and the ability to effectively communicate ideas in a clear, concise and professional manner.

Non-Career employees are allowed a maximum of 1,600 work hours available over a 12-month period, and are considered temporary, at-will employees who are not typically eligible for benefits. However, Non-Career employees may qualify for health coverage and sick leave accruals subject to applicable federal and state provisions.
