DEFINITION
Under general supervision, performs and provides complex professional level coordination, analyses and services of the Agency’s workers compensation claims. For workers compensation purposes, tracks attendance, reviews and processes benefits and payroll functions for employees.  The position provides responsible administrative support to higher level management staff; and to do related work as required.
 
DISTINGUISHING CHARACTERISTICS
Incumbents in this class perform entry level injuries/ claims managing for litigated and non-litigated claims/files, and related duties under the direction of the Risk Manager, Human Resources Director, or designee. Incumbents are responsible for ensuring workplace  job activities adhere to federal and state guidelines relative to job safety, disability law and claims management; provides guidance and training to supervisory staff on the rules, regulations, policies and procedures pertaining to workers’ compensation; manages and oversees injuries submitted by employees in accordance with HACLA’s workers’ compensation program; provides a safe work environment through preventive and proactive workers compensation management.

ESSENTIAL FUNCTIONS STATEMENT

Essential Functions:

  • Assist in the administration of Workers' Compensation injuries; coordinates, oversees and monitors all related injuries/claims activities, schedules, and deadlines; maintain and update all related claims files and records; analyzes injuries/claims data to identify root cause for corrective measures; makes recommendations for program improvements related to workplace safety;
  • Receive, record, review and process all on the job injury claims, reports and forms, including reporting new injuries/claims to HACLA’s Third Party Administrators (TPA) in accordance with established policies and procedures; perform initial case set-up on all new files;
  • Provide assistance to HACLA supervisors and employees on how to handle work related injuries/illnesses, procedural responsibilities, claim forms required, and general inquiries;
  • Responsible for setting up and assisting employees obtain medical care through HACLA designated medical Workers Compensation clinics and facilities;
  • Advise employees and dependents of entitlement to Workers' Compensation benefits under State law and HACLA policy;
  • Coordinate and arrange special investigations and medical examinations related to Workers Compensation;
  • Authorize treatment and/or change of physician;
  • Advise departments regarding procedures and reporting deadlines involving work injuries;
  • Coordinate return to work; facilitate, conduct, and document the interactive process under the Americans with Disabilities Act (ADA) and California Fair Employment and Housing Act (FEHA) with employees for both industrial and non-industrial, temporary and permanent disabilities; 
  • Works closely with employees, department managers/supervisors, other Human Resources staff, and outside facilitators when necessary in documenting essential functions analysis, determining reasonable accommodations and ability to perform essential functions;
  • Perform weekly review of files for purposes of reporting to TPA for payments to employees and vendors; process monthly advanced disability payments; conduct monthly review of payments to employees to ensure accuracy; review and approve monthly check register for invoice (money transfer) for claim expenses;
  • Administer the Modified Duty Program, within the guidelines of HACLA policy or procedures;
  • Prepare legal transmittals and other miscellaneous correspondence;
  • Maintain records of division accounts and prepare requests for payment for invoices from vendors; coordinate and provide to payroll team absentee information to insure prompt payment of benefits, continuation of pay and/or reduction of hours;
  • Answer phones, receive and sort mail, arrange and attend meetings;
  • Perform other responsible administrative duties as required.

Minimum qualifications & Requirements

Knowledge of:
California State Labor Code, Workers' Compensation Law, American with Disabilities Act, Family Medical Leave Act (FMLA), California Family Rights Act (CFRA) and Pregnancy Disability Leave within the context of an integrated leave management program; leave and benefits provided under Workers Compensation; paid disability leave programs; medical terminology, anatomy, and technical terminology used in medical and legal fields regarding industrial and non-industrial cases; jurisdiction, functions, and procedures of the Workers' Compensation Appeals Board; knowledge of the organization and operations of public sector organizations; principles and practices of human resources administration including theories and practices of organizational effectiveness and management; personal computer operations and software applications; business letter writing and basic report preparation methods and techniques.
 
Ability to:
Interpret and understand the basic provisions of Workers' Compensation laws; establish and maintain cooperative relations with those contacted in the course of work; keep and maintain comprehensive records; analyze facts, information, and data; work independently; compose clear and concise letters; communicate clearly, in writing and orally; utilize a personal computer and applicable software.
 
Education and Experience:
Any combination of experience and college education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
 
Education: Graduation from an accredited college or university with a Bachelor’s degree in Business Administration, Public Administration, or related field; the completion of specialized courses in Workers' Compensation is highly desirable.
 
Experience:  Three (3) years of experience processing claims or in a workers’ compensation related environment performing administrative/office work. Self-Insured certification or ARM designation is highly desirable. Experience with computers and word processing, excel software is required.
 
 
NECESSARY SPECIAL REQUIREMENT
Possession of an appropriate, valid class “C” California Motor Vehicle Operator’s License.

Candidates will start at step one of an eight step salary range unless there are special exceptions in accordance with agency Personnel Rules.
