Description

Under general supervision, performs professional analysis, surveys, and studies involving the Human Resources Department, administrative, financial, and statistical data and departmental practices; acts as departmental liaison and coordinates programs and services; and performs other related duties as assigned.

Examples of Duties

  1. Supervises and participates in benefit administration; recruitment and selection; risk management programs, including workers' compensation, general liability, and disability.
  2. Conducts new employee orientation and processes new hire paperwork and benefit forms; prepares, processes, and tracks personnel action forms.
  3. Maintains current knowledge of various Human Resources related laws, regulations, guidelines, and other mandates.
  4. Maintains personnel and medical files; assures files are in compliance with government regulations; uses the Personnel, Payroll, and Benefits Information Systems to prepare and update personnel and payroll/benefits databases; coordinates, compiles, prepares, examines, and reviews all documents with Workers' Compensation Administrator and Director of Administrative Services; communicates with employees and Workers' Compensation Administrator to process appropriate documents.
  5. Plans, organizes, and conducts administrative or management surveys and analysis; researches and collects required information as part of staff reports and correspondence.
  6. Research, analyze, audit, and participate in the maintenance of the City's classification plans; conduct job classification analysis; prepare or revise job specifications; develop classification recommendations and reports.
  7. Writes technical reports, correspondence, and prepares supporting recommendations.
  8. Participates in developing and administering departmental or City budgets, including researching practices, specifications, and requirements, and determining appropriate funding and expenditure levels.
  9. Interpret personnel policies, procedures, and Memoranda of Understanding.
  10. Serves as departmental or City representative in interdepartmental, community, regional, and professional meetings.
  11. Develops, coordinates, and implements training workshops and briefings.
  12. Provide technical and administrative assistance to high level professional staff and/or the department director(s); develop, prepare and present reports, surveys, statistical analysis, research projects, and other related administrative activities.

Typical Qualifications

The ideal candidate is a seasoned Human Resources professional with emphasis and experience working with municipal government in recruiting qualified applicants for vacancies using NEOGOV applicant tracking software, knowledge of benefit administration for employees and retirees; familiarity with CalPERS health and retirement benefits programs and leave administration.  Furthermore, this candidate performs a wide variety of professional, technical and analytical duties in support of the City's Human Resources system, including responsible staff work in recruitment and selection, classification, compensation, and other employee related programs.

Knowledge of:
Federal and State laws, regulations, and ordinances related to human resources departmental assignment, including Equal Employment Opportunity (EEO), FEHA, FLSA, CFRA/FMLA, ADAAA, and ADEA; principles, practices, and methods of administrative and organizational analysis; public administration policies and procedures; financial, statistical, and comparative analysis methods; budget development and administration practices; project management techniques; program evaluation methods; contract administration practices; effective business communications and proper English usage, including spelling, grammar and punctuation; and report presentation techniques.

Ability to:
Analyze administrative and operational problems, evaluate alternatives and reach sound conclusions; collect, evaluate and interpret varied data, either in statistical or narrative form; interpret and apply laws, regulations, policies and procedures; prepare clear and concise reports, and other written materials; maintain accurate records and files; coordinate projects and meet critical deadlines; exercise sound judgment within established guidelines; communicate clearly, concisely and effectively, orally and in writing; establish and maintain effective working relationships with elected and appointed City officials and boards, other public agencies, employees, citizen groups, and the public; utilize word processing, spreadsheet, database, and related software application programs, including NEOGOV applicant tracking software.

Education/Training/Experience:
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a four-year college or university with a Bachelor's degree in business administration, public administration, or a closely related field; and three years of professional and analytical experience in human resources; or an equivalent combination of training and experience. Work experience in Human Resources administration for a public agency using NEOGOV applicant tracking software for recruitment and selection is highly desirable.
 
Licenses/Certifications/Special Requirements
Depending upon position assignment, may require a valid Class C California driver's license and the ability to maintain insurability under the City's Vehicle Insurance Policy.  
 
In accordance with California Government Code Section 3100, City of Placentia employees, in the event of a disaster, are considered disaster service workers and may be asked to protect the health, safety, lives, and property of the people of the State.
