Description

The Human Services Agency (HSA) of San Mateo County is seeking a qualified Management Analyst. The current vacancy within HSA is under the Children and Family Services Program (CFS). This incumbent will propose and construct special projects and activities aimed at enhancing child welfare practice including but not limited to CCR, Child and Family Team meetings (CFTs), Child & Adolescent Needs & Strengths (CANS) assessments, and CARES.

Examples Of Duties

Duties may include, but are not limited to, the following:

  • Provide high-level support to the San Mateo County Children & Family Services Director as needed, completing multiple and varied projects and assignments as requested.
  • Perform research and/or data gathering activities. Analyze and interpret data collected, and prepare periodic or special reports based on conclusions.
  • Participate in and/or coordinate human resource activities including recruitment and selection, employee relations, etc., consistent with the County's human resources policies and administrative procedures. Track and monitor all departmental positions and prepare and distribute related reports.
  • Represent CFS at interdepartmental, community and/or professional meetings and act as liaison/facilitator and Agency representative on various committees or councils. Follow up on action items resulting from these meetings or committees.
  • Monitor multiple contracts, review and process invoices and contractor reports, conduct site visits to evaluate compliance with contract requirements, identify issues for improvement and work with contractors to address these issues as needed. Work with Contracts Unit to coordinate RFP processes, facilitate applicant conferences, etc.
  • Use mediation skills to conduct objective investigations, propose solutions and resolve complaints in an independent and objective manner.  
  • Communicate orally and in writing to both internal and external stakeholders.
  • Assist the managers with monitoring expenses and liaison with fiscal.
  • Schedule Gomez hearings within mandate deadlines.
  • Assist with the development of the quality improvement activities. (SIP is CWS specific.).
  • Perform other duties as assigned.

Qualifications

County Status: 

An applicant must be a current County of San Mateo employee in the Human Services Agency with at least six months (1040 hours) of continuous service in a classified regular, probationary, SEIU or AFSCME represented extra-help, or term position prior to the final filing date.


Education and Experience: 
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.

Knowledge of: 
Basic principles and practices of the County operations and its administration and organization; sources and availability of information; methods of report presentation as it relates to assigned work unit; principles of financial administration, including public budgeting and reporting and principles and practices of organizational analysis and human resource planning.

Skills/Ability to: 
Learn the Federal, State and local regulations and guidelines related to assigned duties; analyze a wide variety of moderate to complex administrative/operational problems and make effective operational and/or procedural recommendations; prepare effective and complete staff reports and make presentations and perform the full range of the assigned duties under minimal supervision.

The examination process will consist of an application screening based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.
