THE IDEAL CANDIDATE 
The ideal candidate will have experience in processing payroll transactions and perform complex calculations pertaining to employee earnings. He/she will possess strong problem-solving skills, pay high attention to detail, and effectively manage multiple priorities. THE COMMUNITY
The City of El Segundo is ideally located on the Santa Monica Bay encompassing over five square miles, spanning from Los Angeles International Airport on the north, the City of Manhattan Beach on the south, the Pacific Ocean on the west and the unincorporated area of Del Aire and City of Hawthorne east of Aviation Boulevard. A small group of representatives from Standard Oil Company in the early 20th century was the impetus behind the founding of the City. El Segundo is Spanish for “the second” which was the name given to the community when then Standard Oil built its second California oil refinery here in 1911. Since its incorporation on January 18, 1917, the City has evolved from a working-class refinery town on the edge of Los Angeles to one of California’s most dynamic and diversified economic engines. Today El Segundo is renowned for its quaint small-town atmosphere surrounded by a thriving business environment that caters to some of the nation’s most prestigious corporations.

The City’s population is just under 17,000, which has enabled the community to preserve its small-town intimacy and charm. As a regional center for commerce, El Segundo’s daytime working population exceeds 75,000 with additional visitors staying at the City’s 15 hotels. A high concentration of Fortune 500 companies such as AT&T, Gilead (Kite Pharma), Mattel, Northrop Grumman, Boeing, and Raytheon as well as entertainment, media, medical, professional sports franchises, financial, and aerospace organizations such as the Los Angeles Lakers, Los Angeles Kings, Los Angeles Times, and Los Angeles Air Force Base call El Segundo home. Experiencing tremendous economic growth and evolution over the past several years, the City has recently welcomed many new types of diverse business including Top Golf, Space Force, L’Oréal Cosmetics, Belkin International, NantStudios, and Beyond Meat. THE ORGANIZATION
 El Segundo is a General Law city that operates under the Council-Manager Form of Government. The City is governed by a five-member City Council elected at large, on a non-partisan basis, to four-year overlapping terms. The position of Mayor is selected by Council Members and serves a two- year term. The City Manager is appointed by the City Council to serve as the organization’s CEO. The City delivers a comprehensive range of municipal services through nine major departments (including police and fire) with approximately 362 full-time equivalent employees and a total budget of over $160 million.


Essential Job Functions

Characteristic Duties and Responsibilities:
Coordinates and performs payroll accounting operational functions; evaluates accounting procedures and fiscal practices and recommends and assists in implementing new or revised payroll accounting systems, procedures and records; participates in developing computer programs for payroll accounting analyses.
 
Prepares bi-weekly payroll warrants, payroll registers and reports; prepares magnetic media for storage of payroll records; prepares tax return and other reporting documentation related to payroll matters; compiles routine reports related to payroll activity; merges payroll records in Finance System; serves as the payroll/timekeeping liaison with department timekeepers, employees and management; prepares handbooks and manuals related to payroll procedures and conducts training related to payroll processing.
 
Prepares detailed payroll accounting, statistical and narrative financial statements and reports requiring analysis and interpretation of source data; administers designated accounts and programs; performs account reconciliations and prepares related work sheets.
 
Provides professional level staff support related to the administration of the City's employer-employee relations program, including duties requiring access to confidential information utilized in the development of management positions in the contract negotiations process.
 
Provides professional level staff support related to the analysis of association proposals and costing of association economic items, employee related litigation, reductions in force, departmental reorganizations, wage garnishment judgments, and confidential medical information.
 
Conducts and/or coordinates internal and external audits of payroll records; examines, analyzes and verifies documents to ensure adherence to established internal controls and accepted professional standards.
 
Assists with required valuations, audits, reviews, and public records requests including but not limited to data collection and compilation.
 
Responds to inquiries from City employees requiring a knowledge of City payroll processes and applicable State and federal laws; interprets and applies City policies, Memoranda of Understanding, Administrative Code, and other documents related to salary and benefits.
 
Assists in budget preparation and interfaces with departments in preparing annual budget.

Qualifications

QUALIFICATION GUIDELINES 
A Bachelors degree with major coursework in accounting, business administration or a closely related field, and one (1) year of accounting-related experience or an equivalent combination of education and experience. Experience processing payroll transactions and performing complex calculations pertaining to employee earnings is preferred. 

Knowledge of: 
  • The principles and practices of payroll, accounting and auditing, including governmental accounting and budgeting. 
  • Data processing applications related to accounting and budgeting procedures and practices. 
  • Applicable State and federal laws related to payroll, compensation, and benefits. 
  • General office procedures.

Skills in: 
  • Applying and adapting established accounting principles and procedures to City payroll accounting applications. 
  • Interpreting and applying payroll accounting-related laws, ordinances, rules, regulations, policies and procedures.
  • Performing professional level staff support related to the administration of the City's employer-employee relations program.
  • Analyzing data and drawing logical conclusions.
  • Preparing and maintaining accurate reports and records.
  • Using standard office computer programs, including spreadsheets.
  • Communicating effectively both orally and in writing.
  • Establishing and maintaining effective working relationships with other department staff, other City employees and the public, and in functioning effectively in a confidential work environment.
