Characteristics of Class: Under general direction, performs large-scale, professional level purchasing duties in the procurement of equipment, professional and construction services, and supplies for the Housing Authority and its affiliates and instrumentalities.  Incumbent also assists in maintaining and administering major agency-wide vendor accounts and purchasing programs such as credit card, travel card and gas card programs.  The employee and supervisor, in consultation, develop the deadlines, projects, and work to be done.


Examples of Duties / Knowledge & Skills

Assist departments in the procurement process by providing correct solicitation forms, reviewing bid and materials specifications, assisting in their completion, identifying procurement errors including the recognition of Public Works and Section 3 applicable projects, providing lists of vendors, assisting with guidelines on procurement and all related processes in accordance with the Housing Authority’s Procurement Policy and applicable regulations and procedures.

Reviews requisitions and specifications submitted by departments, including but not limited to Scopes of Work, independent cost estimates, and quotations for completeness, accuracy, cost effectiveness, and adherence to the Housing Authority’s Procurement Policy and applicable regulations and procedures; coordinates and refers the more complex competitive procurement purchasing activities.

Prepare purchase orders and confirms compliance with terms of contracts (as applicable), including Scopes of Work, specifications, pricing, billing and insurance requirements; ensure appropriate retentions are applied on Public Works construction purchase orders; review, analyze and interpret all documents for compliance with State and Federal agencies (SAM, LDP, State License Board, DIR, Bonding), and perform SAMS checks on all purchase orders; manage and maintain open purchase orders.

Provide procurement support to internal customers through individual and group trainings in procurement related processes, policies and procedures in support of purchasing activities;

Investigate discrepancies and complaints by departments and vendors and assist in the resolution of delivery disputes, problems that relate to contract, open purchase orders and invoicing.

Solicits bid quotations from vendors while also maintaining vendor relationships including monitoring and updating vendor information and insurance, vendor usage and expenditures; conduct meetings with vendors to review account and be introduced to new products and services; track contract balances, and maintains accurate purchasing related records

Assist with the maintenance and monitoring of agency-wide contracts and the administration of purchasing cards, travel cards, and gas card programs under supervision

Assists with the maintenance and preparation of special and periodic reports, including monitoring spending under Micro and Small Purchase thresholds.

Performs other related duties as assigned.

Minimum qualifications & Requirements

Minimum Requirements: Graduation from an accredited college or university with Bachelor’s Degree in Business Administration or related field, supplemented by three (3) years' experience in large-scale purchasing of equipment, supplies, or services, preferably for a public agency; or an equivalent combination of education, training and experience.

Special Requirement: Must possess a valid California Class "C" Driver's License

EXAMINATION

THE EXAMINATION FOR THIS POSITION WILL OCCUR ON TUESDAY, NOVEMBER 9, 2021.  If you are invited to the examination process, you will receive an email from  careers@hacla.org NO LATER THAN WEDNESDAY, NOVEMBER 3, 2021.  This will be your only notice. There will be no changes to the date(s) of the examination.

Candidates will start at STEP ONE of an eight step salary range unless there are special exceptions in accordance with the Personnel Rules.
