Description

DESCRIPTION
The City is seeking a self-starting, creative communicator with an interest in local government and public outreach. This full-time position requires a highly motivated and resourceful individual who can support the City’s goal of ensuring the public are well-informed of City projects and initiatives, while helping the City tell its story. The successful candidate will have the ability to develop digital and written communications content, and identify potential opportunities for messaging and marketing. Knowledge of communications principles is critical.

Under general supervision, the position will assist in performing professional journey-level work related to the City's public information platforms and outreach programs; to assist in preparing and disseminating informational materials to the public and news media; to assist in preparing marketing publications concerning City services, activities, programs, events and functions; to assist in coordinating events for the City; and to perform other related work as required.

Examples of Duties

NOTE: The current opening is in the City Manager’s Office. Typical duties include:
  • Planning, organizing, and administering the City’s communications and marketing efforts, including advertising, branding, promotions, and website and social media management.
  • Content administration of the City’s website, myWestminster mobile app, NextDoor, social media platforms, and other mass communication systems. 
  • Involvement in the City’s general outreach efforts such as preparing speeches, staff reports, program materials, talking points on behalf of the City, and acting as a liaison between the technology team and various departments related to production of informational and marketing content. 
  • Ability to write and edit a variety of comprehensive materials for stylistic consistency and emphasis across a number of different communications platforms. 
  • Monitor and evaluate data and analytics.
  • Graphic and media design using Adobe Creative Cloud, Canva, or other similar programs.

The Administrative Analyst performs professional and administrative functions requiring formal education in public or business administration and research methods and principles. Positions in this classification can plan, organize, and conduct studies, develop budgets, write grants, evaluate performance, and assess the feasibility and costs of different marketing and communications programs and services.
 
The successful candidate will have the ability to develop digital and written communications content where communications knowledge, rather than Information technology knowledge, is paramount. Essential to success in this position will be the ability to write and edit a variety of comprehensive materials for stylistic consistency and emphasis across a number of different communications platforms.
  
  1. Coordinates programs and activities with other departments; confers with representatives of other agencies, groups, vendors on the public.
  2. Leads the City’s Communications Team, which consists of department liaisons.
  3. Conducts special studies and surveys and prepares a variety of reports, correspondence, and other materials.
  4. May plan and coordinate community events, programs, and press conferences.
  5. May oversee the work of consultants or support staff on a project or day-to-day basis.

Typical Qualifications

Knowledge of
Principles, practices and methods of administrative and organizational analysis; public administration policies and procedures; business computer applications, effective business communications and correct English usage, including spelling, grammar and punctuation; marketing, social media platforms and their potential applications, branding, bounce rate analytics, click-through rates, conversion/call to action rates, engagement rates, market research, target marketing, writing, and research techniques, methods, and procedures, and report presentation techniques database administration practices; department administrative policies; City organization, ordinances, rules, programs, policies and procedures applicable to departmental operations; functions of municipal government, including the role of an elected Council and appointed boards and commissions. Knowledge of AP style is highly desirable.

Analyze administrative, operational and organizational problems, evaluate alternatives and reach sound conclusions; collect, evaluate and interpret varied data, either in statistical or narrative form; prepare clear and concise reports, and other written materials; maintain accurate records and files; coordinate multiple projects and meet critical deadlines; exercise sound judgment within established guidelines; communicate clearly, concisely and effectively, orally and in writing; use tact, discretion and sensitivity in dealing with sensitive situations; operate computer-based desktop publishing and database management software and art and graphics equipment.

Experience/Education
 
 A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a four-year college or university with major course work in business or public administration, communications or marketing, or journalism; and two years of professional experience in administrative and management analysis; or an equivalent combination of training and experience. Bilingual proficiency in Vietnamese (oral and written) is highly desirable.
 
License/ Certification
Possession of a valid California Driver License, Class C is required by date of employment. Successful completion of background check and pre-hire physical including drug screen is required.

Physical Demands 
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone.  This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required.  Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, typewriter keyboard, or calculator and to operate standard office equipment.  Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information.  Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.

Environmental Elements
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.  Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
