Program Development Analyst, Sr.

Job Description

Department(s): Business Integration

Reports to: Manager of Program Development

FLSA status: Non-Exempt

Salary Grade: K - $70,000 - $98,000

Job Summary

The Program Development Analyst Sr. provides project support to assist in the development and implementation of programs and initiatives including research and analysis, development of work plans, and preparation for readiness assessments and regulatory audits.

The incumbent will assist in the coordination of resources and staff support to ensure successful progress and fruition of special projects, programs, and new initiatives. The position involves extensive coordination and representational responsibilities, interacting with all levels of CalOptima staff and functional areas.

Position Responsibilities:

• Provides support in planning, organizing, and managing the development and implementation of new initiatives. Assists in designing new programs and systems, creating processes and procedures, and identifying opportunities for improvement.

• Collaborates with functional areas on program development to ensure successful functioning of newly implemented processes and procedures.

• Provides coordination and staff support to ensure effective communication of special projects, programs, and new initiatives.

• Conducts research on specific issues and investigates and evaluates options to formulate recommendations for the management team.

• Other projects and duties as assigned.

Possesses the Ability To:

• Identify pertinent policy issues, develop strategies, solutions, and make recommendations to effectively implement project deliverables.

• Organize and track multiple and diverse activities, timelines, and issues to manage complex projects and initiatives.

• Analyze health care data to assess the policy and program development implications.

• Prepare clear and concise reports.

• Establish and maintain effective interpersonal relationships with all levels of staff internally, other programs, agencies, members, providers, and the general public.

• To work in a dynamic environment with both short-term and long-term deadlines.

• Communicate clearly and concisely, both verbally and in writing, with individuals at various levels, including executives, directors, managers, and other staff.

• Utilize computer and appropriate software (e.g., Microsoft Office: Word, Outlook, Excel, PowerPoint) and job specific applications/systems to produce correspondence, charts, spreadsheets, and/or other information applicable to the position assignment.

Experience & Education:

• Bachelor's degree in Health Policy, Health Care Economics, Public Policy, or a related field required.

• 5 years of experience in program development and implementation required.

• 4 years of experience working with health care delivery systems and/or in a public agency serving related populations required.

• 1 year of experience in policy analysis and development required.

Preferred Qualifications:

• Master's degree in Health Policy, Health Care Economics, Public Policy, or a related field preferred.

• Experience in managing a grant and building relationships with community partners preferred.

• Experience in developing programs is strongly preferred.

• An understanding of county resources and agencies is preferred.

Knowledge of:

• Medi-Cal, Medicare, or other public programs.
