The City of Santa Rosa invites you to become part of a their Materials Engineering team! The Transportation and Public Works Materials Engineering division is accepting applications to fill one vacant position to work with their highly accomplished team!
The Ideal Candidate: will be a highly self-motived team player with great communication skills, and demonstrated experience and ability to provide field observations and testing, laboratory testing, and related expertise directly related to road construction and utility projects, with little or no supervision; and proven ability to work with job site inspectors using reports on materials testing while providing expertise in construction standards.
This is a lead worker classification for the Civil Engineering Technician series. Incumbents in this class work under the direction of higher-level, professional engineering or management staff and are expected to operate with a high degree of independence and to exercise independent judgment in the performance of their duties. Positions in this class establish work priorities for the specialized area to which they are assigned and assure that their assigned area stays current with industry standards and trends. Incumbents work with other engineering staff to update and improve the accuracy and efficiency of interrelated engineering systems, processes and procedures. This class is distinguished from Civil Engineering Technician III in that the incumbent provides specialized expertise in a defined area and has a higher level of lead, administrative, technical, and paraprofessional responsibility for that area of expertise. The work to be performed is determined by the functional area to which an incumbent is assigned.

Maintain a general overall knowledge of the State Local Assistance Procedures Manual Function as a resource for the preparation of federal contracts and processing of Caltrans approvals and payment requests for staff in the Transportation and Public Works Department Advise the staff in the Transportation and Public Works Department on pertinent and relevant updates to the State Local Assistance Procedures Manual Advise staff in the Transportation and Public Works Department of training opportunities on current procedures for federal projects Recommend changes to the Transportation and Public Works Department Special Provisions to conform with the federal requirements Maintain a list of current federal forms needed in the Transportation and Public Works Department Special Provisions Maintain a web page available to Transportation and Public Works Department staff with pertinent federal process information Maintain and annually update the Disadvantaged Business Enterprise (DBE) program for federally funded Public Works projects Coordinate federal project requirements with the Finance Department
HAZARDOUS MATERIALS:
Provide specialized department-wide expertise for Public Works CIP projects with regard to soil and groundwater contaminated with hazardous materials Coordinate department procedures and policies regarding the planning, testing, personnel safety, training, disposal, treatment, and tracking of hazardous materials, generated as a result of CIP projects Establish/maintain a department library of technical reference materials Act as a resource/mentor to project leaders
MATERIALS ENGINEERING:
Analyze traffic count data and calculate traffic index for City streets Design Hot Mix Asphalt (HMA) and Portland Cement Concrete (PCC) pavement structural sections and evaluate alternative sections Evaluate active soils and provide recommendations for mitigation Support the development and maintenance of laboratory testing database Possess a certification in Radiation Safety and Use of Nuclear Gauges Function as Radiation Safety Officer, as needed Oversee training of Materials Engineering staff in field and laboratory testing procedures and certify the staff as to their proficiency as required by the Quality Assurance Plan Oversee Caltrans Reference Program which demonstrates testing proficiency Evaluate new technologies in HMA and PCC and equipment for testing these and related materials Ensure Materials Engineering equipment is maintained and within specifications Manage Pavement Management database and perform pavement analysis relating to preserving and/or rehabilitation of the City street network

UTILITY SPECIALIST:
Provide specialized department-wide expertise to coordinate and monitor the implementation of new City water and wastewater systems connections. Maintain and update forms, and reference documents regarding the City's water and wastewater connection systems. Represent the City in interdepartmental meetings as required relating to improvement projects for private development within the Current Development Section of the Transportation and Public Works or Utilities Departments. Recommend improvements to design standards and specifications based on customer needs and industry standards. Develop and maintain procedures manual and training programs for other Departments integral to the process. These duties require advanced knowledge of construction practices that relate to both water and sewer systems.

WATER AND SEWER REHABILITATION:
Provide quality control for water and sewer system rehabilitation design documents and water and sewer CIP construction issues Examples of this include: checking water and sewer CIP construction drawings for consistency prior to finalization, coordinating with Civil Engineering Technicians, Associate Civil Engineers and/or the Supervising Engineer to develop project specific changes to specifications and/or standard details for non-standard applications, providing expert assistance to resolve unprecedented water and sewer design and/or construction conflicts, and acting as a liaison with other City Departments and outside agencies regarding projects affecting water and sewer facilities These duties require advanced knowledge of construction practices that relate to both water and sewer systems as these systems are typically designed and replaced simultaneously This position also includes normal design and inspection duties for typical water and sewer CIP projects to enhance CIP Team production, as time allows
STORM WATER:
Provide specialized department expertise in area of storm water management which requires the maintenance and information management of the storm drain maps and associated database system, the training and oversight of student aides for map and database updates, and the ability to perform compliance inspections, train staff and prepare the annual report as part of compliance with the NPDES General Permit for Industrial Activities for the Municipal Services Center In addition, this position requires general knowledge of chemical, physical and biological water quality monitoring procedures, storm water pollution prevention techniques, and storm water pollution regulations
MAPPING:
Provide specialized expertise in mapping of City assets GIS project analysis Coordination of mapping with City departments (Fire, Community Development, Administrative Services) Training of staff on asset management entry and mapping and special mapping analysis for Engineering Services Management Perform oversight and direction of mapping processes, including updates and preparation of system map books Train, assign and coordinate the mapping work of Engineering staff; Coordinate with Engineering Database QCA and GIS Analyst on GIS/CAD, and other related programs Perform research and interpretation of a variety of maps and other data from public or private agencies Represent Engineering Services in interdepartmental meetings on mapping issues
ENTITLEMENT:

A typical way to obtain the knowledge and abilities would be: Experience - Sufficient field and/or office paraprofessional experience in civil engineering design and construction practices, typically at the level of Civil Engineering Technician III or higher, or equivalent prior work experience obtained outside City employment, to demonstrate possession of the knowledge and abilities listed above for the specialized area where the position is being filled; Education - Courses in supervision, public and/or business administration, mathematics, computer-aided design, construction practices, surveying, materials testing, and/or other related courses. A certificate of completion from an accredited Civil Engineering Technology Certificate Program or other related technical program may be substituted for a portion of the experience requirement.
ADDITIONAL INFORMATION:
The work is performed indoors in an engineering office environment and outdoors in field conditions involving heavy traffic, steep terrain, muddy construction sites and exposure to poison oak. Field work is performed outdoors in a variety of weather conditions and involves walking on rough, uneven or rocky surfaces. Incumbents communicate with others orally, face to face, and by telephone and/or two-way radio. Incumbents are given oral direction or graphic information such as blueprints, schematic drawings, and layouts or other visual aids when receiving assignments. When operating office equipment such as a computer keyboard, mouse, and/or calculator, incumbents make fine, highly controlled, repetitive arm/hand movements. When operating a computer, incumbents sit for extended time periods with the ability to move at will. Incumbents raise arms overhead and/or bend and stoop to retrieve documents from file drawers. When performing field inspections and office duties, incumbents climb stairs and/or ladders, walk and stand for extended periods of time, and stoop and crouch with the ability to change positions as needed. When performing field inspections, incumbents respond to auditory warning devices. Construction inspection duties require incumbents to coordinate movement of more than one limb simultaneously while driving, to get in and out of a vehicle repeatedly, and to make visual inspections of contractors' work. During inspections, incumbents observe people in the field to monitor compliance with safety standards. Incumbents sometimes perform construction inspections at night and/or on weekends and holidays. Incumbents review or check the work products of less experienced staff.
