The Human Services Agency (HSA) is seeking a qualified Human Services Manager I for Children and Family Services (CFS). The Human Services Manager I plans, directs, coordinates, implements and evaluates comprehensive social or community service programs for a multi-disciplinary human services program area that has county-wide impact; evaluates goals, objectives, policies and procedures related to programs; provides leadership and coordination to community groups, public and private agencies, advisory boards and volunteers in planning and implementing programs; provides highly complex staff support to senior-level management; and exercises direct and indirect supervision over managerial, professional, technical and clerical staff, including consultants, and contract service provider systems.
The Human Services Manager I provides critical leadership and oversight to CFS program operations, staff supervision and community engagement. The current vacancy is in the Central Region and this Human Services Manager I position oversees operations of all clerical and supportive services units, as well as provides lead management of child abuse and neglect prevention-based services. This position plays a critical role in the development of related policy and procedure. Additionally, this position serves as liaison to the Business Systems Group (BSG) and serves as lead manager over Information Technology related projects and initiatives, including but not limited to, new system/application releases, data reporting, internal and community facing webpage development, and/or other IT project implementation. This position provides critical back-up coverage to clinical and residential programs within Children & Family Services, which includes mandatory on-call coverage after hours and on weekends.
Ideal Candidate The ideal candidate will possess excellent interpersonal skills and the ability to facilitate diverse groups of people; superb written and oral communication skills; strength in analyzing data to resolve problems and/or improve deficiencies; skills in community engagement; ability to provide effective leadership to a diverse workforce; demonstrated record of being able to work in a cooperative manner with other agencies, both public and non-profit, and establish strong community partnerships.
A Master's in Social Work (MSW) or related field is preferred for this position, with targeted experience in the public child welfare arena.
Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:
• Education: Bachelor's degree from an accredited college or university with a major in business administration, public administration, sociology, criminology, rehabilitation or a related discipline. • Experience: Two years of experience in a public, health, social services or community-based program that included responsibility for program planning, client or customer services, program evaluation, budget administration, or community resource coordination, of which at least one year included responsible supervisory experience.
