What We Do
The mission of Human Resources is to be a collaborative and credible partner with all Departments in mitigating the City's liability and developing a highly efficient and productive workforce in accordance with legal guidelines and best practices. The Human Resources Department includes two Divisions: Human Resources and Risk Management. The Human Resources Division is responsible for Citywide organizational development, labor and employee relations, recruitment and selection, classification and compensation, training and staff development, and employee recognition and engagement.

What We're Looking For:
The City of Beverly Hills is seeking an outstanding Human Resources Analyst to help recruit, engage, and develop the City's workforce to exceed the expectations and service needs of Beverly Hills residents. The Human Resources Analyst will perform a wide range of professional duties related to recruitment, selection, classification, compensation, benefits, and employee relations. A key member of the Human Resources team, this position reports directly to the Human Resources Manager and may serve as a lead to other Human Resources staff.

IDEAL CANDIDATE: Exceptional customer service skills are essential, as the Human Resources Analyst must be responsive and proactive when addressing the needs of internal and external customers. Candidates for this position must possess a strong commitment to public service, the ability to exercise considerable judgment and discretion, and the ability to maintain confidentiality and act with integrity. This position requires strong communication and interpersonal skills. You will be a champion of the City's culture and values, partnering with managers to help them build their departments, lead their teams, and navigate and resolve employee relations matters. Major Duties

  • Performs a wide range of professional human resources duties in the areas of recruitment, selection, classification, compensation, and benefit administration; may assist with employee and labor relations.
  • Advises and assists City staff at all organizational levels, in interpreting and implementing administrative policies, rules and regulations and provisions of City- employee memorandum of Understanding (MOU) and local, federal and state laws, legislation, and guidelines.
  • Researches, analyzes, evaluates and recommends goals and objectives; assists in the development and implementation of policies and procedures, programs and services, and related Human Resources functions.
  • Plans, develops, organizes and reviews recruitment and selection plans and methods with the hiring department; develops effective recruitment strategies, timelines and schedules, job bulletins, and job-related valid screening techniques; and processes and ensures adherence to rules and regulations, consistency, and fairness in the selection process.
  • Conducts recruitments; screens applications, schedules and administers job related tests including written, oral, agility and performance tests; review, analyzes and compiles test results and establishes eligibility lists; responds to request for exam review, grievances and appeals.
  • Conducts classification and organizational studies; performs job audits and job evaluations; revises, updates and develops and recommends new classification specifications.
  • Conducts comprehensive salary and benefit surveys, reviews and analyzes data and makes sound recommendations; responds to surveys from other public and regulatory agencies.
  • Provides support for labor negotiation processes and activities, as assigned; conducts research and gathers and analyzes data; develops and recommends cost analyses of proposed compensation changes.
  • Assists in coordinating investigations in response to allegations of harassment/discrimination and/or employee misconduct; conducts basic investigations and assists in gathering information; assists with the preparation of disciplinary action documentation, as assigned.
  • Participates in the coordination and implementation of the employee benefit administration program which includes employee medical, dental, vision, life, and disability insurance plans; flexible spending accounts, deferred compensation programs, retirement, COBRA and the City's Cafeteria Plan. Coordinates and provides support with enrollment, orientation, and termination of benefits.
  • Reads, interprets, explains various benefits and insurance policies and plans;  resolves a variety of individual employee problems regarding employee benefits, and coverage.
  • Participates in and assists with the reasonable accommodation process under the Americans with Disabilities Act (ADA) and California Fair Employment and Housing Act (FEHA); Analyzes essential job functions, conducts and coordinates reasonable accommodation meetings, and documents accommodations.
  • Reviews, analyzes and processes personnel action forms consistent with policies, procedures and applicable provisions of Memorandum of Understanding; coordinates personnel status, transactions and position control functions with payroll, budget and other finance staff.
  • Participates in the planning, development and implementation of a variety projects; conducts research, collects and analyzes statistical and related data; reviews and makes recommendation on administrative and operational problems, including human resources management systems enhancement and system administration.
  • Prepares comprehensive technical reports, and correspondence, maintains records including confidential records and reports.
  • Stay abreast of new trends and innovations, legislation, regulations and policies, in the field of human resources and recommends and/or make adjustments to procedures to maintain current and to ensure compliance with prevailing laws.
  • Serves as a resource to employees, management staff, outside agencies and the public on human resources matters; respond to inquiries, request for information and assistance; provides guidance on sensitive personnel issues and problems.
  • Attends and participates in meetings, makes presentations at interdepartmental, interagency, committees and professional meetings, as assigned.
  • May serve as a lead to other Human Resources staff.
  • Performs related duties as assigned.

Minimum Qualifications

Education, Training and Experience:
  • Bachelor's degree in human resources management, public administration, business administration, or a closely related field. A Master's degree in human resources management, public or business administration or a closely related field is desirable.
     
  • Three years of increasingly responsible technical and/or professional experience performing human resources duties which has included recruitment and selection, classification and compensation, benefits administration or related human resources function
Licenses and Certifications:
  • Possession of a valid California driver's license.
