ABOUT LOS ANGELES COUNTY DEPARTMENT OF HEALTH SERVICES
 
The Los Angeles County Department of Health Services (DHS) is the second largest municipal health system in the nation.   DHS operates as an integrated health system, operating 26 health centers and four acute care hospitals, in addition to providing health care to youth in the juvenile justice system and inmates in the LA County jails.  Across the network of DHS’ directly operated clinical sites and through partnerships with community-based clinics, DHS cares for about 800,000 unique patients each year, employs over 22,000 staff, and has an annual operating budget of 5 billion dollars.

Through academic affiliations with the University of California, Los Angeles (UCLA), the University of Southern California (USC), and the Charles R. Drew University of Medicine and Sciences (CDU), DHS hospitals are training sites for physicians completing their Graduate Medical Education in nearly every medical specialty and subspecialty.  In addition, to its direct clinical services, DHS also runs the Emergency Medical Services (EMS) Agency and the County’s 911 emergency response system, as well as Housing for Health and the Office of Diversion and Re-entry, each with a critical role in connecting vulnerable populations, including those released from correctional and institutional settings, to supportive housing.

DEFINITION
Participates in planning, implementing, administering, and evaluating mental health and public health programs.

Essential Job Functions

Participates in the development, implementation, and evaluation of health-focused programs.

Evaluates contract activities related to compliance, service delivery, operations, and budgets for quality assurance.

Assists with the development, implementation, monitoring and evaluation of program policies, goals, and objectives.

Gathers and analyzes information pertaining to the project or program including overall evaluation and prepares a variety of reports and correspondence related to the program.

Assists in formulating and presenting recommendations to management for program modifications or corrective action based on program evaluations.

Coordinates and participates in focus groups with clients regarding quality of care issues.

Assists in the development and implementation of community action plans, and aides in the policy passage and implementation process.

Requirements

SELECTION REQUIREMENTS:
A Bachelor's* Degree from an accredited college or university in a discipline related to the core business function of the department, such as Public Administration, Healthcare Administration or Management, Information Technology, Leadership/Organization Development, Behavior and Social Sciences, Social Work -AND- two years of experience at the level of Management Analyst** performing assignments in mental health program analysis***.

A Master's* Degree from an accredited university in a discipline related to the core business function of the department, such as Public Administration, Healthcare Administration or Management, Information Technology, Leadership/Organization Development, Behavior and Social Sciences, Social Work may be substituted for one year of the required experience.

LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions. 

PHYSICAL CLASS II - Light:  Light physical effort which may include occasional light lifting to a 10-pound limit, and some bending, stooping or squatting. Considerable walking may be involved.         

SPECIAL REQUIREMENT INFORMATION:
*In order to meet the education requirement, applicant must submit a copy of their Bachelor Degree and/or Master Degree at the time of filing online.  If you can't attach them, you must email to the exam analyst at hduong@dhs.lacounty.gove within 15 calendar days.  Submitting application without the required degree will be rejected as incomplete.  

**The experience at the level of Management Analyst in the class of Los Angeles County is defined as - Performs a variety of analytical, technical, and/or confidential and sensitive assignments in core functional area of health programs operations and administration.

***Mental Health Program Analysis is defined as:  Analysis of mental health program in the County of Los Angeles is defined as evaluating/analyzing data for numerous mental health services provided to patients/inmates, and providing routine status report/recommendation for quality improvement.  

DESIRABLE QUALIFICATIONS: 

Additional points will be given for attaching a Master's Degree with the application and experience in excess of the Selection Requirements.

  • A Master's* Degree from an accredited college or university in a discipline related to the core business function of the department, such as Public Administration, Healthcare Administration or Management, Information Technology, Leadership/Organization Development, Behavior and Social Science, Social Work.  Additional points will be given for attached Master's Degree with the application.  If Master's Degree used to meet the Selection Requirements, no points will be awarded for meeting the Desirable Qualifications.

EXAMINATION CONTENT 
This examination will consist of an evaluation of education, experience and desirable qualifications based on application information, weighted 100%.
 
Candidates must achieve a passing score of 70% or higher on this examination to be added to the eligible register.
 
ELIGIBILITY INFORMATION
Applications will be processed on an "as-received" basis and those receiving a passing score will be promulgated to the eligible register accordingly.
 
The names of candidates receiving a passing grade in the examination will be placed on the eligible register in the order of their score group for a period of twelve (12) months following the date of promulgation.
 
NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS.
 
VACANCY INFORMATION
The eligible register for this examination will be used to fill vacancies for the Correctional Health or other areas of Department of Health Services as they occur. 
 
SPECIAL INFORMATION 
Appointees may be required to work any shift, including evenings, nights, weekends and holidays.
