The City of Pasadena has an excellent career opportunity for a highly skilled Management Analyst V to provide budget development and program oversight to the Department of Public Works.  This position serves as the fiscal administrator for the Resource Recovery and Recycling Division in the Department of Public Works in analyzing, forecasting, preparing operating budgets, monitoring expenditures and overseeing all fiscal processes and funding.  
 
The current vacancy is in the Resource Recovery and Recycling (RRR) Division of the Department of Public Works.
 
IDEAL CANDIDATE 
The ideal candidate will be a technical expert in budgeting/financing and have familiarity of grant funded sources, preferably in the public sector or demonstrated knowledge of and experience in working with public sector agencies. This person must be able to work independently, possess strong budget and fund management experience, analytical and problem-solving skills, excellent oral and written communication skills, creative, energetic, takes initiative, and possess a strong work ethic.

Essential Functions

  • Prepares, monitors, and controls the annual budget; conducts revenue and expenditure forecasting and research;
  • Plans and directs activities of RRR projects; provides technical direction and expertise related to the projects;
  • Researches contract services and supply needs; develops and negotiates contract terms; monitors contract compliance and mediates user/provider complaints;
  • Manages and directs the work of project staff including vendors and subcontractors.  
  • Conducts research and analyzes financial and statistical data. Makes recommendations on administrative and operational problems, and develops policies and procedures;
  • Analyzes and evaluates departmental objectives, programs, and organizational structure, operations, and control systems. Provides technical direction and expertise related to budget controls, cost allocations, and financial analysis;
  • Conducts research and analyzes statistical and other data, makes recommendations on administrative and operational problems, policies and procedures; and
  • Acts in the absence of the Division head.

EDUCATION AND EXPERIENCE
Minimum Qualifications:
  • Bachelor's degree in business or public administration, finance or a closely related field.
  • Five (5) years of progressively responsible analytical or administrative experience, two years of which is at the journey level and which includes supervisory responsibility. 
Desirable Qualifications:
  • Master’s degree in business or public administration, finance or a closely related field.

SELECTION PROCESS
 
The tentative selection process will consist of a training and experience evaluation, a written exam, a panel interview, and a department-level interview.

Candidates selected for this position are subject to a one-year probationary work period.

Special Requirements

Possession of or ability to obtain a Class C California driver's license and a satisfactory driving record, may be required for some assignments.
