Under general supervision of the Human Resources Manager, the incumbent performs professional human resources work in a variety of program areas including: recruitment and selection; classification, compensation, and benefits; training; employee and labor relations; special programs; and perform other related work as required.  
 
This is the entry/journal level class in professional human resources. Work involves responsibility for the application of professional knowledge and skills to various human resource programs and assignments.  This class is distinguished from the Human Resources Technician by the administrative responsibility for an assigned program area, the difficulty and complexity of work assignments, and for performing work involving research, analysis, and the preparation of sound recommendations.  This class is further distinguished from the Senior Human Resources Analyst by the greater responsibility of the senior level for a major functional area, for the completion of difficult and complex assignments, and for serving in a lead capacity over paraprofessional and professional level peers.   

This is designated as a "Confidential" position pursuant to the provisions of the Meyers-Milias-Brown Act, and is exempt from coverage under the Fair Labor Standards Act.
 

Examples of Duties

Representative Duties

  • Works with departments to resolve human resource issues, analyzes staffing needs, interprets human resources policies and procedures, and recommends effective courses of action.
  • Assists with drafting policies and procedures.
  • Participates in special projects and training as assigned.
  • Prepares reports, charts, tables, and graphs.
  • Prepares and/or delivers orientation programs, training programs, and other related workshops.
  • Plans and coordinates a segment of the recruitment programs.
  • Determines labor market and length of recruitment periods.
  • Prepares recruitment plans, job announcements, and advertising strategies.
  • Reviews and evaluates applications and determines applicant eligibility.
  • Determines and assists in the development of appropriate written, oral, and/or performance evaluation programs.
  • Develops or determines, evaluates, and validates selection instruments.
  • Supervises and participates in the administration of examinations, scoring of examinations, and the establishment of eligibility lists.
  • Conducts routine position classification studies.
  • Prepares and revises class specifications.
  • Conducts routine salary and fringe benefit surveys.
  • Coordinates employee leave programs, including leave under the Family Medical Leave Act, ensures consistency of application, review, approval, and monitoring of leave. 
  • Analyzes data and/or recommends adjustments.
  • Participates in organization and staffing studies of City departments.
  • Performs other duties of a similar nature of level.

Typical Qualifications

Education and/or Experience
Bachelor's Degree in Business Administration, or a closely related field, from a recognized college or university and a minimum of two (2) years professional level experience in a fast-paced human resource office in a public agency with demonstrated experience in one or more of the following areas of responsibility: classification and compensation, benefits, employee relations, recruitment and selection, training, and personnel policy and procedure development.  Experience with Tyler Technology (Eden) or other human resource software desirable.   Bilingual ability desirable.

License
Must have and maintain a valid California Class C Driver's License.

 
Knowledge and Abilities
Must have knowledge of modern principles and practices of human resource administration, including recruitment selection and hiring, affirmative action, classification, compensation and benefits administration; of job specification and program analysis, and of confidential record keeping standards.  Must have the ability to interpret and implement employee benefit programs including health benefits, workers compensation, and the California Public Employees Retirement System (CalPERS), and applicable State and Federal laws and regulations, including FMLA, CFRA, ADA, and Milias-Meyers Brown Act; to apply mathematics to personnel work including calculation of percentages, averages, medians, and statistics used in testing.  Must have the ability to handle difficult situations with tact and diplomacy and to maintain a high level of customer service in all situations; to establish and maintain effective working relationships with City employees, public officials, private and community organizations and the public. Must have the ability to collect, evaluate and interpret data and make sound recommendations on complex issues; to create spreadsheets and maintain statistical information; to interpret City codes and ordinances and administrative rules and regulations affecting departmental operations; to research, evaluate and recommend policies and programs to comply with state laws and regulations, to perform detailed and complex tasks with accuracy and attention to detail.  Must effectively and tactfully communicate verbally and orally in English and in writing including making effective oral and written presentations to various groups; develop and prepare clear, concise, and comprehensive studies, reports, and agenda items; to interpret and apply Memoranda of Understanding, City ordinances and administrative rules and regulations affecting departmental operations and personnel matters; maintain confidentiality and exercise sound independent judgment and tact in the application of rules, regulations, policies, and procedures in dealing with others in difficult or sensitive situations; to learn and utilize new skills and information to improve job performance and efficiency and be able to shift priorities as workload requires.
