THE CITY ORGANIZATION

Monrovia is a general-law city operating under the Council-Manager form of government. The five-member City Council appoints the City Manager who is responsible for the strategic direction and day-to-day operations of the City organization.  The City Manager leads a full-time staff of 240 and a part-time staff of 100 employees while administering a Fiscal Year 2021-22 budget of $130 million.

 

Monrovia is a full-service municipality that coordinates its operations through seven departments: The City Manager’s Office, Administrative Services Department, Public Works Department, Community Services Department, Community Development Department, Police Department and Fire Department.  Unique among California cities its size, Monrovia operates its own water system and library.

ADMINISTRATIVE SERVICES DEPARTMENT

The Administrative Services Department has 15 full-time employees and an annual operating budget of $2.9 million.  The Administrative Services Department is responsible for a broad range of activities, including financial accounting and reporting, budgeting, payroll, accounts payable/receivable, utility billing, debt administration, and cash management functions for the City.  This department provides essential services for operational departments and the citizens of Monrovia.  The goal of the department is to safeguard the City’s assets, find solutions to operational challenges, and financially prepare the City for the future.


PUBLIC WORKS DEPARTMENT

The Public Works Department is responsible for operating the City’s water and sewer utilities, maintaining safe streets, sidewalks, and transportation options, taking care of the City’s eight parks and other green spaces, providing a variety of environmental services, and maintaining all public facilities. The Department strives to provide the highest level of service to Monrovia residents and businesses.  The department is organized into two sections: Administration and Operations. Together, the department is responsible for all planning, construction, and maintenance of the City’s public infrastructure to preserve and maintain natural resources and provide a premier environment to improve the quality of life for residents.

 

The City of Monrovia Public Works Department is actively involved in various capital improvement projects like the Station Square Transit Village, major water and street system upgrades, and a variety of housing infrastructure that will add 2,200 new housing units in the Station Square area.  This growth is part of the 25-year vision to create a dynamic, transit-oriented community with new homes and businesses around the Metro L-line. In addition, the Public Works Department is an active participant in several environmental services programs including the San Gabriel Valley Solid Waste Working Group to help address the requirements of SB 1383, water conservation and MS4 permit compliance.


THE POSITION

The City of Monrovia is looking for a highly motivated and customer service-oriented Management Analyst with innovative ideas and a passion for excellence. In this position, the selected individual must be a problem solver who can continually adapt to various situations while maintaining forward momentum. The ideal candidate must demonstrate excellent report writing skills, and the ability to communicate across wide-ranging audiences. Candidates with a positive attitude, who can envision new ways to improve and enhance services and processes, will be successful in this role. The City is looking to fill two vacancies, one within the Administrative Services Department and the other in the Public Works Department. The successful candidate will be responsible for a variety of ongoing responsibilities and projects, but not limited to the following:

Administrative Services Department

  • Conduct and coordinate special research studies and projects, and help to develop various policies and reports, as assigned;
  • Assist in a variety of complex financial analyses, forecasts, and reports, including the annual budget and Comprehensive Annual Financial Report;
  • Prepare and analyze complex budget requests, policy proposals, user fees requests, and financial reports;
  • Collaborate effectively with other departmental personnel to achieve optimal citywide performance outcomes;
  • Assist in tracking special funding sources and associated projects; and
  • Work with Federal and State agencies related to emergency reimbursement claims.

Public Works Department

  • Ensure compliance with Federal, State, and local laws, ordinances, policies and procedures including solid and hazardous waste, storm water, refuse collection, and recycling;
  • Provide financial management support and budget monitoring;
  • Assist with contract management and procurement processes;
  • Manage the City’s grant funds and associated projects; 
  • Assist with facilitating the repair and construction of public spaces including, but not limited to roads, water, sewer, and facilities; and
  • Research a variety of information sources, conduct special surveys and studies to compile reports.


Qualifications

Any combination of education and experience that would provide the required knowledge, abilities and skills is qualifying.  A typical way to obtain the qualifications would be:

 

BA/BS in public administration, business administration or related field and one (1) year experience in administrative analysis and budgeting.  Master’s Degree and bilingual skills desirable. Experience working with diverse groups and ability to exercise cultural sensitivity and awareness is highly desirable. 

 

LICENSE OR CERTIFICATE
Possession of a valid Class C California Driver’s License and a good driving record.
