ADDITIONAL MONETARY/BENEFIT VALUE:
In addition to the base wage listed, employees in this classification receive:

Biweekly Court contribution of up to $389.58 towards the cost of medical premium.
Biweekly Court contribution of $13.02 towards cost of dental premium.
Biweekly Court contribution of approximately 34.22% of gross wages towards employee's mandatory retirement account.

Additionally, employees from current public employers (federal, state and/or local government) may qualify for:

- Retirement reciprocity.
- Time and service credit towards vacation accrual rate.


Incumbent participates in a program for the collection of delinquent revenues and accounts receivable of the Court; investigates, analyzes, and makes collections of delinquent accounts; performs varied and increasingly responsible clerical work related to keeping and reviewing records and processing documents involving fiscal transactions; performs related work as required. Interacts with additional departments and other employees on reconciliation problems and coordinating data.

Examples of Duties
Performs application qualification for installment payment plans, installment payment processing; effects the collection of claims by telephone, correspondence, statements, and personal contact; investigates and analyzes delinquent accounts to determine proper course of action; conducts skip traces; keeps records and prepares reports on investigations; contacts public and private organizations to obtain information concerning delinquent accounts; recommends court action where delinquent accounts cannot be collected by other means; issues warrants for failure to pay (FTP) and failure to appear (FTA); does preliminary work on court cases, confers with attorneys and may file suit in small claims court; appears and testifies in court regarding facts related to individual cases. Uses a variety of office machines in conjunction with fiscal record keeping activities; including personal computers, calculators, and scanning devices.


Representative Duties
Interviews debtors to determine their ability to pay financial obligations owed to the courts; conducts financial resources background investigations to obtain information regarding debtors' ability to pay.
Sets up extended payment agreements with debtors consistent with established court guidelines.
Receives and posts receivables to accounts and journals; computes and posts interest; audits accounts, follow-up, on NSF checks.
Makes contacts to follow-up on accounts where debtors fail to carry out agreed-upon commitments.
Recommends adjustments, compromises or cancellations of accounts when undue financial hardship would occur.
Recommends and initiates, with approval, appropriate legal action to enforce collection of obligations; appears in court to present evidence and information related to legal collection proceedings.
Provides delinquent account information to Franchise Tax Board or other outside Collection Agencies.
Explains legal actions, such as earnings withholdings, to debtors and their attorneys.
Prepares and maintains financial records, reports, correspondence, and other documents related to cases.
Types or keys in data from forms, correspondence, reports, and other documents. Maintains and updates files for fiscal record keeping.
Performs related duties as assigned.
Judgment and Responsibility

Incumbents collect monies from an assigned set of cases, working from a variety of established policies, procedures, and standards, and apply complex laws and regulations to individual circumstances. Incumbents must exercise considerable judgment and tact in locating debtors, researching debtors' assets, evaluating ability to pay, and securing debtors' cooperation in collecting delinquent accounts. Incumbents in this case have no responsibility for the work of others.
Employment Standards
Educational level equivalent to a high school diploma or GED; and work experience of two or more years in public or private agency collection or investigative work; OR Any combination of training and experience that would likely provide the required knowledge and abilities, as determined by the Court, including the knowledge of methods and techniques used in determining financial assets, modern collection procedures and methods, and ability to effectively interview and communicate with clients is qualifying.


Knowledge of: the principles, practices, and methods used in making financial investigations; knowledge of U.S. monetary system, pertinent laws, regulations, and codes relating to the legal collection of funds; basic arithmetic including addition, subtraction, multiplication, and division; computer applications and automated database records; business telephone etiquette; and filing methods to accurately maintain and retrieve records.

Ability to: gather, assemble, and analyze facts and evidence; establish and maintain effective relationships with others; prepare and present clear, concise reports; appear in court and testify effectively; perform arithmetical calculations, including decimals and percentages; write legibly, clearly, and uniformly to record information; maintain confidentiality of information; deal with public and employees tactfully; type and/or key in information accurately; write simple memos using correct grammar, punctuation, and spelling; adjust to changes in workloads and assignments.
