The Department
The mission of the Administrative Services Department is to manage the financial affairs and business services of the City of Pico Rivera, and to maintain the associated automated record keeping systems. The Administrative Services Department is tasked with the safe keeping and investing of monies; managing the budget and financial reporting; managing the City's financial records; processes the payroll of employees and general payment of its obligations; overseeing all accounting transactions, water billing, and accounts receivable; and is responsible for the acquisition or contracting for supplies, services, and equipment. 

The Department adheres to a management philosophy of "continuous improvement" constantly analyzing and redesigning the business processes and procedures to adapt to the changing needs of those served, from within the City organization to the residents and businesses of Pico Rivera.
 
The Position
The Accountant I is responsible for  performing professional accounting work, recording and reporting of financial transactions and budgetary control for assigned funds and City departments; to review accounts payable, payroll and other fiscal records; and to prepare financial reports statements and analysis. Accountant I is the beginning level class for professional accounting work. Incumbents work under close supervision while being trained and gradually work more independently as knowledge and skills increase.

The ideal candidate will be a team-oriented and collaborative professional committed to transparency and workability within the Administrative Services Department. The candidate must possess the highest level of integrity and ethics; must be an excellent problem solver; provide outstanding customer service. This individual must be hands-on, detail- oriented and possess an understanding of public finance on both a micro and macro level; inspire teamwork, promote a positive and productive work environment and have a can-do attitude.

City employees work a 4/10 schedule from 7:00am to 5:30pm Monday-Thursday. This position could also be required to work non-traditional hours including nights, early mornings, weekends, and holidays based on the needs of the department. 

Essential Duties

The ideal candidate will have the competencies to perform the following duties and responsibilities:  
  • Supervise and participate in the posting, balancing and reconciliation of the general ledger and subsidiary accounts.
  • Control operating and capital budget for various City departments and projects determining if funds are available and expenditures properly classified; research and analyze transactions to resolve budget problems; provide analysis of available funds and management request.
  • Prepare work papers, financial statements and various reports for Federal, State and other outside agencies as well as for internal accounting.
  • Prepare fund balance projections and review with operating departments.
  • Monitor and report on the status of County, State, and Federal grants.
  • Assist departmental personnel with budget activity, proper expenditure coding, document preparation and other accounting related activities.
  • Assist in annual operating and capital budget preparation.
  • Perform related duties as assigned.

Qualifications

Knowledge and Abilities 

  • Accounting principles and practices.
  • Examine and verify financial documents and reports.
  • Prepare a variety of complex financial statements, reports, and analysis.
Experience and Education
  • A minimum of one (1) year of technical accounting or general administrative experience.
  • Equivalent to a Bachelor's Degree from an accredited college or university with major coursework in accounting, finance, business, public administration, or a related field.

Licenses and Certifications

  • Must possess a valid California Class C Driver's License throughout the course of employment.  City employees are registered with the Department of Motor Vehicles, Employee Pull Notice Program. 
  • Proof of car insurance (to be eligible for mileage reimbursement).
Veteran's credit will amount to 10 points to be added to the interview score. Proof of honorable discharge must be submitted with the application materials in order to be eligible for veteran's credit.  Veterans who wish to utilize this credit must have served on a full-time basis (not reserve or auxiliary) in the armed forces for a minimum of six months (180 days).

TESTING:          Written Exam: Qualifying*;          Oral Interview: 100%
*To be eligible for an oral interview, candidates must first pass a written examination with a minimum passing score of 70%.

Physical/Background Check
Upon conditional offer the selected candidate will be subject to background and reference checks and will be required to satisfactorily complete a post offer physical examination including a drug screen at the City's expense.  

Probationary Period
All original and promotional appointments shall be tentative and subject to a probationary period of six (6) months.
 
Emergency Disaster Worker
City employees are registered as an Emergency Disaster Worker and must take an oath.  In the event of a declared emergency, City employees shall initially remain at work, or if recalled, shall report to work after completing critical personal and family emergency responsibilities.
