The Bay Area Air Quality Management District (Air District) is a regional government agency. The District's statutory mandate is to regulate stationary sources of air emissions. The District accomplishes this goal through regulation of industrial facilities and conducts various outreach and incentive programs designed to encourage clean air choices.
The District's jurisdiction encompasses all of seven counties - Alameda, Contra Costa, Marin, San Francisco, San Mateo, Santa Clara and Napa, and portions of two others - southwestern Solano and southern Sonoma.
The Air District is currently accepting applications for the position of Staff Specialist I/II for the Strategic Incentives Division. This is an open recruitment for one (1) full-time, represented position. The position may be filled at either the level I or II depending on the qualifications and experience of the selected candidate.
The Strategic Incentives Division (SID) supports the mission of the Air District by implementing incentive programs that reduce air pollution and greenhouse gases, primarily from on- and off-road vehicles and equipment that operate in the District’s jurisdiction. In 2021, the Strategic Incentives Division is administering approximately $100 million in new revenue to fund programs and projects that replace older diesel-fueled vehicles and equipment with newer, cleaner alternatives, including zero-emission technologies, and install refueling/charging infrastructure that supports the accelerated adoption of zero-emissions vehicles and equipment. The Strategic Incentives Division also administers programs and projects that that support the reduction of single-occupancy vehicles by funding eligible trip-reduction initiatives, such as the installation of new bikeways and secure bicycle-parking facilities. These incentives programs provide public agencies, businesses, and communities with the funding needed to address air pollution locally and regionally and reduce climate impacts globally.
The position that is being recruited may be assigned to one of the Division’s existing sections: On-Road, Off-Road, Port and Marine, or to a newly formed section that will manage the division’s grant management systems and reporting functions.

Reviews, analyzes, and administers a variety of grants, contracts, and other agreements in support of District activities; monitors expenditures and charges against agreements; prepares fiscal status reports for management and prepares cost analyses.
Participates in the development of policies, guidelines, and program materials for assigned programs.
Prepares contract documents and other agreements using standard District procedures; and reviews contract terms and conditions.
Researches technical feasibility and control proposals for new or revised air quality incentive programs; Develops and applies quality control and assurance measures to ensure the effectiveness of programs in accordance with District policies, rules, and regulations.
Calculates emissions reductions, analyzes cost-effectiveness, assesses emissions inventories and performs other technical work within the context of mobile sources and incentives; reviews and summarizes data, prepares special and periodic reports.
Coordinates and facilitates workshops, meetings, and trainings on the technical application and interpretation of District programs, regulations and rules; makes presentations and develops supporting technical materials.
Assists in internal and external audits for programs and physical inspections to ensure compliance with program requirements.
Prepares and presents staff reports to the District's Board of Directors, and/or sub-committees; conducts research and prepares and presents reports as assigned.
Represents the Air District and participates in technical workgroups comprised of governmental agencies, industry, and the other stakeholders that evaluate and share information about advanced technologies and strategies to achieve mobile source emissions reductions.
Participates in the coordination of enforcement actions related to incentive programs.
Maintains program databases and records.
Provides routine outreach and communication on behalf of the District with industry, the public and other agencies to obtain and disseminate technical and operational information.
Prepares and responds to correspondence directed toward public and private organizations relative to programs; responds to oral and written requests for information about programs.
Explains and interprets technical policies, rules and regulations regarding programs; gathers and prepares background information.
Performs other duties as assigned.
Education and Experience:
A typical way to obtain the knowledge and skills is:
Staff Specialist I: Equivalent to a Bachelor's degree and two years of professional analytical experience.
Staff Specialist II: In addition to the above, two years of professional analytical experience.
Some positions may require more specialized education, training and experience.
