JOB SUMMARY

The City of West Hollywood seeking a detail-oriented, thorough, and organized support analyst with strong technical and communications skills to join our amazing IT team! The successful candidate will be working for a City that prides itself on creativity, innovation, and high level of technical excellence.

The IT Systems Analyst will be responsible for providing technical assistance and support to staff with Windows computer systems, network systems, hardware, or software issues. The ideal candidate will also need to have very strong communication skills, work with staff from other departments to identify departmental needs and make technical recommendations.

Note: Working time may require irregular hours, various shifts, weekends, holidays, and/or on-call status.

EXAMPLES OF DUTIES

Performs a variety of complex technical functions related to information technology support, including: providing local area network and email support to users; troubleshooting and resolving system problems; repairing equipment; installing hardware and software; and providing assistance through a help desk. 

ESSENTIAL JOB FUNCTIONS: (All responsibilities may not be performed by all incumbents.)

  • Coordinates information service needs including: setting up computer workstations; installing and configuring various types of hardware and software; provide help in managing and organizing computer/network filing systems and applications.; conducting computer training; Provide support for email user; printer support and maintenance; answering calls for assistance from departments, providing assistance, routing to appropriate staff member or placing service call to vendor; troubleshooting computer and cabling problems; relocating computer workstations ;performing systems backups and maintaining information; perform basic network administrator’s functions; and downloading department files, uploading information to mainframe and printing reports.
  • Provide a wide range of technical and networking support.
  • Conducts and maintains inventory of computer hardware and software.
  • Orders and purchase various office supplies and technology related equipment, including researching products, recommending vendors and preparing contracts.
  • Maintains systems documentation and technical writings.
  • Researches and tests new technology and make recommendations.
  • Meets with department representatives from throughout the organization to consult on projects, information requirements and technical support.

IMPORTANT JOB FUNCTIONS:

  • Disseminates a variety of information and/or reports to various agencies, division, or departments via telephone, mail, email or FAX.
  • Maintains and upgrades knowledge, skills, and development by attending seminars and training programs and reading trade and professional journals and publications.
  • Reports administrative and/or operational problems to supervisor.
  • May serve as backup for other positions within the department.
  • Performs other related duties as assigned.

MINIMUM QUALIFICATIONS REQUIRED

Education and Experience:

  • Associate’s degree or equivalent from a two-year college or technical school; Bachelor’s degree (desirable) and,
  • One to two years of progressively responsible related experience; or,
  • Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
Licenses and Certifications:
  • Valid California Driver’s License
  • Certified Systems Administrator (desirable)

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • Applicable state, federal and local ordinances, codes, laws, rules, and regulations and legislative issues.
  • Computer systems technology.
  • Network interface and configuration techniques.
  • Email systems.
  • Integration and use of office automation applications and diagnostic utilities.
  • Record keeping, report preparation, filing methods and records management techniques.
Skill in:
  • Using a computer and all computer applications to perform the essential and important functions of the job.
  • Installing and configuring computer software, hardware and protocols.
  • Writing basic contracts.
  • Troubleshooting information systems problems.
  • Preparing clear and concise reports, correspondence and other written materials.
  • Using tact, discretion, initiative and independent judgment within established guidelines.
  • Researching, compiling, and summarizing a variety of informational and statistical data and materials.
  • Organizing work, setting priorities, meeting critical deadlines, and following up on assignments with a minimum of direction.
  • Applying logical thinking to solve problems or accomplish tasks; to understand, interpret and communicate complicated policies, procedures and protocols.
  • Communicating orally with internal staff, public, and City officials in order to give and receive information in a courteous manner.
  • Operating and routine maintenance of general office machines such as copiers, facsimile machines and telephone systems.
Abilities:
  • Ability to read and interpret documents such as operation and maintenance instructions, procedure manuals, and so forth.
  • Ability to administer and maintain Network servers
  • Ability to identify confidential material and information and maintain confidentiality of same
  • Ability to communicate in English both orally and in writing at the appropriate level.
  • Ability to understand and carry out written and oral instructions, giving close attention to detail and accuracy.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to perform mathematical calculations at the appropriate level.
  • Ability to deal with problems involving several variables in standardized situations.

While performing the essential functions of this job, the incumbent is regularly required to sit; use hands to finger, handle, or feel objects; move about/crawl on hands and knees or hands and feet; bend body downward and forward, requiring full use of the lower extremities and back muscles; reach with hands and arms; speak and hear; use color, sound, texture, odor and shape perception and discrimination; frequently push, pull and/or lift up to 50 pounds with proper safety equipment or heavier with appropriate assistance .

Working Conditions:

  • Work is performed in a normal office environment, computer room and/or in the field where there may be extreme temperatures, exposure to sun, dirt and/or dust. The incumbent is required to travel to various locations to complete the essential functions of the job.

  • The incumbent's working conditions are typically moderately loud. When working in computer rooms, the incumbent is exposed to cold temperatures.
