The Human Resource’s Division consists of seven full-time positions who support approximately 175 employees and serve as a strategic resource to the Agency. The Human Resources Division champions SCAG’s culture and is committed to fostering an equitable and empowering employee experience. In this role, the HR Analyst II will support strategic talent management goals and core talent programs for the agency. The incumbent will serve as the recruitment subject matter expert and must be able to design, develop, and conduct innovative recruitment campaigns to source highly qualified, diverse candidates for all types and levels of positions, while ensuring operational excellence and equitable hiring process through all stages of the recruitment. The incumbent will also be expected to become a trusted resource among employees and management. SCAG headquarters is located in the hub of busy downtown Los Angeles, at Figueroa and 7th streets. Located in the 900 Wilshire Building, a new, multi-use hotel and office complex that features state of the art architecture and technology and LEED Gold Certification. The downtown location is vibrant and exciting with LA Live, new restaurants, music, sports, shopping, libraries, museums, theaters and residential opportunities. SCAG is in a culturally diverse area near excellent public transit access and Koreatown, Little Tokyo, Chinatown, Olvera Street and Grand Central Market. Southern California boasts near-perfect weather and close proximity to mountains, beaches and deserts, which encourages physical fitness and year-round activities.
 
The office is located across the street from the 7th Street/ Metro Center Station and is easily accessible by LA Metro's Blue, Expo, Purple, and Red lines, commuter trains, and bus service.  Metro light rail and the subway connect downtown LA to Hollywood, Universal City, Santa Monica, Pasadena, Azusa, Long Beach and many vibrant and up-and-coming neighborhoods.

Founded in 1965, the Southern California Association of Governments (SCAG) is a Joint Powers Authority under California state law, established as an association of local governments and agencies that voluntarily convene as a forum to address regional issues. Under federal law, The SCAG region encompasses six counties (Imperial, Los Angeles, Orange, Riverside, San Bernardino and Ventura) and 191 cities in an area covering more than 38,000 square miles. The agency develops long-range regional transportation plans including sustainable communities' strategy and growth forecast components, regional transportation improvement programs, regional housing needs allocations and a portion of the South Coast Air Quality management plans. Currently, the Regional Council consists of 86 members.

Essential Duties and Responsibilities

  • Serve as a recruitment subject matter expert to the HR team, hiring managers, and leaders on integrating inclusive and equitable hiring practices into our recruiting operations
  • Lead full cycle recruitments by developing innovative strategies to source, identify, and engage highly qualified and diverse candidates for a wide range of positions
  • Develop and execute recruitments with identified key deliverables and timelines; monitor progress and hold hiring teams accountable for deadlines, while anticipating needs and proactively recommending solutions
  • Translate department strategy and objectives into specific goals to creatively develop selection assessments that ensure validity, reliability, and compliance with Federal and State laws, to deliver key talent initiatives aligned with business needs  
  • Identify clear metrics and measures of success for recruitment and assist with analyzing recruitment data and conducting presentations to staff and management on the status of recruitment metrics
  • Leverage recruitment data to assess and identify current and forecast future skill gaps to craft talent strategies that provide insights to management on staffing decisions and career pathways   
  • Support designing and implementing an employee upskilling program to foster a learning culture and provide development opportunities 
  • Participate in the development and implementation of new or revised human resources programs, systems, procedures, and methods of operation
  • Provide analytical level support in other HR programs such as Organizational Development, Performance Management, and Learning and Development
  • Collaborate with internal communications staff to produce HR communication aligned with the Agency’s communication needs; maintain awareness of cross-functional source stories, topics, and approaches that resonate with SCAG staff
  • Support in designing a total rewards program to ensure a competitive talent acquisition strategy by developing a comprehensive outreach plan that includes showcasing our benefits to candidates
  • Remain current on all relevant hiring regulations, laws, procedures and administration as well as in the field of public sector human resources administration with special attention to California requirements
  • Assist and support all functional areas of HR as needed

Minimum Qualifications

EDUCATION:
A Bachelor's degree from an accredited college or university with major coursework in Human Resources Management, Industrial/Organizational Psychology, Public or Business Administration, or another related field required. A Master's degree and/or a Human Resources Certification is desirable and a Master’s degree can substitute for 1 year of experience. 
 
EXPERIENCE:
Equivalent to three years of professional human resources experience, focused on recruiting and talent acquisition with experience utilizing an Applicant Tracking System (ATS) to execute full lifecycle recruitments.

  • Experience working with a Learning Management Systems (LMS) 
  • Effective communicator with the ability to convey clear and succinct messages that are targeted to the needs of the audience, both in written form and verbally 
  • Possesses sound judgment and excellent communication, organizational, and interpersonal skills
Knowledge of:  Current best practices in talent acquisition and learning and development; general principles of employee engagement, employee relations, DEI (diversity, equity, and inclusion), performance evaluation, classification, and compensation; organizational and management practices as applied to the analysis, evaluation, development and implementation of human resources programs, policies and procedures; research and reporting methods, techniques, and procedures; sources of information related to a broad range of human resources programs, services and functions; project management principles and concepts; modern office practices, methods, and computer equipment; principles and procedures of financial, statistical, and administrative record keeping; pertinent Federal, State, and local employment laws, codes, and regulations including administrative and departmental policies and procedures.
 
Ability to:  Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of human resources goals; research, analyze, and evaluate human resources programs, policies, and procedures; prepare clear and concise correspondence and reports on a variety of human resources and administrative issues; independently perform the full range of responsible and difficult analytical and administrative work involving the use of independent judgment and personal initiative; understand the organization and operations of the Human Resources Division and of outside agencies as necessary to assume assigned responsibilities; effectively administer a variety of human resources programs, functions, and administrative activities; plan, organize, and carry out assignments from management staff with minimal supervision and direction; conduct research on a wide variety of human resources and administrative topics; interpret and apply administrative and human resources policies and procedures; communicate clearly and concisely, both orally and in writing; establish, maintain, and foster positive and harmonious working relationships, team spirit, and collaboration with those contacted in the course of work .
