Introduction

The current vacancy exists in the Department of Public Works' Engineering & Capital Improvement Projects Division; however, the established employment list will be used to fill positions within other City Departments as vacancies occur.

Position Description and Duties

Under general supervision, the Office Assistant II provides a variety of routine to difficult clerical support to various City offices, which may include receptionist duties, typing, word processing, record keeping and filing; performs related work as assigned.

The most successful candidates will have a verifiable work history of effective and proactive administrative support, exemplary customer service skills, and a clear history of thriving both independently and as a valued member of a team. A strong work ethic, the ability to learn quickly and a willingness to serve the public is essential within this role. 

Additionally, we are looking for candidates who have  the following attributes: Solid Microsoft Office skills including Excel, Word and Outlook; bilingual or multi-lingual capabilities; experience scheduling and hosting web meetings; answer incoming calls/emails; assist customers needs in a timely manner; and excellent written and verbal communication abilities.

CLASS CHARACTERISTICS
Office Assistant II is the journey level class of this series, fully competent to independently perform a variety of office support duties. All positions are characterized by the presence of fairly clear guidelines from which to make decisions and the availability of supervision in non-routine circumstances. Specific duties, including the amount of typing, word processing, and use of on-line or personal computers will vary with the organizational unit to which assigned. This class is distinguished from Senior Office Assistant which is the working lead-level of the series and from Office Specialist, which performs significant technical or specialist office support work in addition to providing generalist office support.
 
The following list is intended to be illustrative in nature, and does not necessarily represent the entire range of work duties expected of employees within the classification. Depending on assigned area and the specific work of the department, duties may include, but are not limited to: 

  1. Types of correspondence, reports, forms and specialized documents related to the functions of the organizational unit to which assigned from drafts, notes, dictated tapes, or brief instructions, using a typewriter or word processor; proofreads and checks typed and other materials for accuracy. 
  2. Completeness, compliance with departmental policies, and correct English usage, including grammar, punctuation, and spelling. 
  3. Enters and retrieves data and prepares reports from and on-line or personal computer system, following established formats. 
  4. Prepares and updates a variety of reports, which ay require the use of arithmetic calculations. 
  5. Maintains records and processes forms, such as payroll records, purchase requisitions and orders, and others specific to the organizational unit; establishes and maintains office files. 
  6. Researches and compiles information from such files. 
  7. Acts as receptionist and receives and screens visitors and telephone calls and takes messages. 
  8. Provides factual information regarding City or unit activities and functions. 
  9. Reviews computer-produced reports for accuracy and makes corrections as required. 
  10. Operates standard office equipment; performs such office support activities as opening and distributing mail, processing outgoing mail, and ordering office supplies.

Minimum Qualifications

NOTE: The level and scope of the knowledge and skills listed below are related to job duties as defined under Class Characteristics.
 
Knowledge of: office practices and procedures, including filing and the operation of standard office equipment; correct English usage, including spelling, grammar and punctuation; business letter writing and the standard format for typed materials; policies and procedures related to the departmental to which assigned. Basic business data processing principles and the use of word processing or personal computing equipment.
 
Skill in: performing detailed clerical work accurately; organizing and maintaining office files; composing routine correspondence from brief instructions; maintaining accurate records and files; making accurate arithmetic calculations; using initiative and sound independent judgment within established guidelines; operating standard office equipment, including a word processor, personal or on-line computer and centralized telephone equipment; prioritizing work and coordinating several activities; establishing and maintaining effective working relationships with those contacted in the course of the work; understanding and carrying out oral and written directions; typing accurately at a rate of 40 net words per minute from printed copy.
 
EDUCATION/EXPERIENCE

Office Assistant I: Equivalent to graduation from high school.
 
Office Assistant II: In addition to the above, two years of general clerical or office assistant experience.


Typing Certificate:  Each applicant must submit with their application a typing certificate. The certificate must specify qualification on an electric typewriter/computer with a net speed of at least 40 words per minute with no more than 15 errors. Only certificates from a public agency, school/training center or employment agency, issued within six (6) months of application, will be accepted.

EACH CERTIFICATE MUST INCLUDE THE FOLLOWING: 
  • Name of School, Agency, or Institution conducting the testing;
  • The equipment used (typewriter/computer);
  • The gross and net number of words and the number of errors;
  • The signature of the individual responsible for the testing; and
  • The testing date.
Please Note: On-line or website-generated typing certificates do not fall within the specified guidelines as stipulated above and will be rejected if submitted.

Applicants must apply online by fully completing the City of Richmond Employment Application, including answers to supplemental questions, by 11:59 p.m. on the final filing date. All communication regarding this recruitment will be via email; each applicant must apply with a monitored email address.

Attach a TYPING CERTIFICATE that meets the requirements as stated above in the Minimum Qualifications section. This must be sent with your application at time of submittal.

Qualifying Phase: All completed applications will be evaluated based on job-related qualifications criteria, which could include desirable qualifications and the specific needs of the hiring departments. A limited number of the most suitably qualified candidates will be invited to participate in the next phase, the written test.

WRITTEN TEST:  The written test will measure the candidate's skills and abilities based on job-related criteria. These skills and abilities may include the ability to spell, punctuate, use correct grammar, comprehend written material and make arithmetic computations. Applicants who pass the test will be placed on the employment list and ranked based on their scores. (WEIGHTED 100%) 

Written Examination is tentatively scheduled for October 14, 2021.


Having all of the minimum qualifications guarantees neither advancement nor placement on the Employment List.

Employment List: A ranking of "A" (Best Qualified), "B" (Well Qualified), or "C" (Qualified) is required to achieve a position on the Employment List. This Employment List will be in effect for a maximum of two (2) years; however, the list may be canceled, without notice, after six (6) months.
