The role…

Under the leadership of the Business Development Manager, the Business Development Analyst is responsible for providing key market research and analysis related to existing and new business opportunities, as well as customer engagement activities to bring new business, and retain existing business, for the Port.


How you get to contribute....

  • Supports the management of the division’s data and publications. Monitors, analyzes and reports global trade data and other information that can be used to advise staff on the Port’s competitive position.
  • Identifies current and near term trends and opportunities in the marketplace and provides sound recommendation for management to further the commercial strategies of the Port. 
  • Works with staff in other Port divisions to identify and implement plans to maximize the revenue opportunities for Port assets.
  • Supports the administrative and research functions of the Port of Long Beach Tariff No.4 (Tariff), including but not limited to incentives, rate analysis, and other programmatic initiatives. Responsible for drafting and routing all related documents, ensuring compliance to tariff procedures, and coordinating necessary interaction with the City Attorney’s Office and all other pertinent divisions.
  • Manages work orders/projects including project initiation, coordination with other Port
    divisions, monitoring progress and work order/project expenditures/revenues, and other administrative responsibilities related to work order/project management, including closing out work orders and invoicing other entities if required.
  • Analyzes financial and statistical data sets, including revenues, expenditures, and cargo volume, customer volume, and new revenue enhancing opportunities.
  • Provides various financial reports to the Finance Division, including monthly variance
    analyses, annual SBE reporting, and quarterly reporting of Inception-to-date on-call
    contract expenditures.
  • Independently develops, complies and interprets complex financial and statistical data to assess business development opportunities.
  • Reports to Business Development Management with regards to producing and tracking annual budget expenditures (personnel and non-personnel).
  • Provides consultation to other divisions, outside government/private organizations, and the general public on tariff and business development initiatives.
  • Substitutes for Business Development Division Managers to represent POLB in meetings, delegation visits, and conferences as needed.
  • Establishes and maintains working relationships with all types of Port stakeholders,
    including but not limited to terminals, steam ship lines, truckers, chassis providers, and beneficial cargo owners (BCOs), etc.

REQUIREMENTS TO FILE

What we’re looking for…

Initial requirements for the position include:

 

Education:

  • A Bachelor’s degree from an accredited four-year college or university with Business
    Administration, Finance, Data Analytics, or a closely related field.
  • A Master’s degree from an accredited college or university with a degree in Business
    Administration, Finance or a closely related field is preferred and may be substituted for one year of the required experience.
  • Global Logistics Specialist certification or professional designation is desirable.

Experience:

  • Four years of professional experience in finance, supply chain management, business
    intelligence, market analysis and research, or relevant industry-related experience.
  • Experience working in a City or City environment is desirable.

Professional Knowledge and Characteristics:

The candidate selected will also possess the following professional attributes and strengths:

  • Broad knowledge of research and analytical practices is required.
  • Knowledge of database management practices is required.
  • Understanding of economic principles and global commerce is required.
  • Knowledge of principles, practices, and methods of economic/financial analyses and basic accounting principles is required.
  • Knowledge of accounting/financial terminology, concepts, practices, policies, and
    procedures is required.
  • Knowledge of contracting in a public agency is preferred.
  • A general understanding of maritime terminology is a plus.
  • Ability to identify current and near term trends and opportunities in the marketplace is
    required.
  • Ability to identify, collect, synthesize and report information effectively is required.
  • Requires a collaborative work style, fostering cooperation and teamwork.
  • Must be able to obtain and maintain a Transportation Worker Identification Credential
    (TWIC) during the course of employment.
  • Must have a valid California Driver’s License to perform work-related duties.
