$61,202.00 to $84,153.00 Annually

Employee Relations Analyst II
$74,391.00 to $102,288.00 Annually

The City of Anaheim Human Resources Department is seeking a highly dynamic and experienced Employee Relations Analyst I or Employee Relations Analyst II to perform a variety of professional level administrative, technical, and analytical duties and responsibilities in support of the Employee Relations Division. Duties and responsibilities include: employee performance management, misconduct and discipline, leaves administration, labor relations, classification and compensation, Americans with Disabilities Act (ADA)/disability interactive process, and Equal Employment Opportunity (EEO) administration.  The incumbent will also serve as a human resources consultant to operating departments in providing support and guidance in the interpretation and application of City policies and procedures, employment laws, and related regulations; and to provide professional assistance to management staff. 

Candidates must possess one (1) year of professional level human resources experience, with experience in employee relations preferred (Employee Relations Analyst I); or three (3) years of increasingly responsible professional human resources experience, including experience in employee relations (Employee Relations Analyst II). A Bachelor's degree from an accredited college or university with major course work in human resources, public administration, business administration, or a related field is also required. A post graduate degree in a related field and/or employee relations experience from a municipal government agency is highly desirable.

Employee Relations Analyst I
This is the entry level class in the Employee Relations Analyst series. This class is distinguished from the Employee Relations Analyst II by the performance of the more routine tasks and duties assigned to positions within the series. Although this class is typically used as an entry-level class, employees must have prior human resources experience. Advancement to the "II" level is based on demonstrated proficiency in performing the full arrangement of assigned duties and is at the discretion of higher level supervisory or management staff. 

Employee Relations Analyst II
This is the full journey level class within the Employee Relations Analyst series. Employees within this class are distinguished from the Employee Relations Analyst I by the performance of the full range of duties as assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the "I" level or when filled from the outside, require prior employee relations experience. Advancement to the "II" level is based on management judgment and/or testing that validates the performance of the full range of job duties. 

The City of Anaheim reserves the option to hire at either the Employee Relations Analyst I or II level based on candidate qualification and selection process. 

Essential Functions

The following functions are typical for Employee Relations Analyst I and II classifications. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.
 
Participate in implementing a variety of human resource and employee relations programs and activities, including labor relations and collective bargaining agreements, employee performance management and progressive discipline, classification and compensation administration, and leave administration.

Conduct research, analyze data, and prepare written and statistical reports on a variety of human resources and employee relations topics; conduct organizational and operational studies; recommend modifications to City programs, policies and procedures as appropriate; make oral presentations as required.

Assist and consult with managers and employees on the interpretation and application of City policies and procedures, and related employment laws and regulations; provide information and guidance on a variety of employment law changes.

Assist in the employee labor negotiations process; conduct surveys of compensation and benefits for meet and confer; analyze data and prepare reports, summaries, charts and graphs.

Implement revisions to bargaining unit Memoranda of Understanding; prepare staff reports and resolutions for City Council approval; coordinate bargaining unit changes with Human Resources, payroll, and departmental staff.

Assist departmental personnel concerning employee performance, disciplinary actions, grievances, and related issues; prepare and/or assist in preparing disciplinary documents, grievance responses, settlement agreements, and letters of understanding.

Attend and participate in pre-disciplinary meetings, grievance hearings, and arbitrations.

Conduct and implement classification, reclassification, and organizational studies; research, analyze, audit, and participate in the maintenance of the City's classification plans; prepare or revise class specifications; develop classification recommendations and reports.

Develop, analyze, and respond to salary and benefit surveys; recommend salary range placements and adjustments; implement and review salary structure and merit adjustments for compliance with City policies and procedures.

Coordinate the City's Short and Long Term Disability programs; ensure citywide consistency of application and appropriateness of payments; prepare, review, and monitor short and long term disability claim filings.

Coordinate the City's Family Medical Leave program; ensure citywide consistency of application; prepare, review, approve, and monitor requests for leave.

Assist in conducting inter/intra-departmental training programs and activities; coordinate implementation of training programs.

Assist in administering the City's Equal Employment Opportunity (EEO) and harassment and discrimination prevention program; conduct basic investigations of harassment, discrimination, and retaliation complaints; interview witnesses, gather facts and evidence, review records, analyze data, make determinations, and prepare reports; confer with legal counsel and department management as needed.

Assist in administering the City's American's With Disabilities Act (ADA)/Fair Employment and Housing (FEHA) interactives process and accommodation program; conduct interactive meetings, evaluate employee needs, and assess City's ability to accommodate; assist determining employee's eligibility for the light duty program.

Prepare and administer requests for proposals for consulting services; participate in the evaluation and selection process; monitor work progress and product quality; recommend and/or process payments.

Participate in the development and monitoring of assigned budget; monitor expenditures and program revenues.

Coordinate assigned activities with other departments, outside agencies and service providers.

May assign, monitor and review the work of technical and clerical staff.

Respond to public inquiries in a courteous manner; provide information within area of assignment; resolve complaints in an efficient and timely manner.

Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of public sector employee relations; incorporate new developments as appropriate into programs.

Provide staff assistance to the Human Resources Director, Employee Relations Manager, and other management staff. 

Perform related duties and responsibilities as required. 

Qualifications

Experience and Education:  One (1) year of professional level human resources experience, with experience in employee relations preferred (Employee Relations Analyst I); or three (3) years of increasingly responsible professional human resources experience, including experience in employee relations (Employee Relations Analyst II). A Bachelor's degree from an accredited college or university with major course work in human resources, public administration, business administration, or a related field is also required. A post graduate degree in a related field and/or employee relations experience from a municipal government agency is highly desirable. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying. 

Knowledge of:  Principles, practices, operations, and activities of a human resources and employee relations programs, including labor relations, classification and compensation, employee performance management, and leave administration; principles and methods of statistical measurement; methods and techniques of research and analysis; principles of municipal government organization, functions, and management; basic labor relations and negotiation processes; public sector employment law; principles and practices of job classification, job analysis, and compensation; principles of performance management and progressive discipline; basic principles and procedures of record keeping; business letter writing and report preparation; principles and practices of customer service; office procedures, methods, and equipment including computers and applicable software applications; pertinent Federal, State, and local laws, codes, and regulations.
 
Ability to:  Perform professional, technical and analytical human resources and employee relations work; make independent decisions; collect, compile, and analyze statistical information and data; make complete and accurate analysis, reports, and recommendations; understand and assess needs and strengths of others; maintain confidentiality of private or sensitive information; understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable Federal, State, and local policies, laws, and regulations and Memoranda of Understanding; formulate and conduct presentations; understand the organization and operation of the City; plan and organize work to meet changing priorities and deadlines; operate office equipment including computers and supporting word processing, spreadsheet, and database applications; respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.

License/Certification Required: Possession of a valid California Driver's License.

Supplemental Information

The City of Anaheim reserves the option to hire at either the Employee Relations Analyst I or II level based on candidate qualification and selection process.
