Position Summary

Under general supervision, performs financial analysis and forecasting of assigned programs and activities; prepares financial and analytical reports and monthly schedules; participates in the planning, administration, development and maintenance of database systems and spreadsheets; assists in developing the Districts annual budget; assists in performing water billing duties; provides assistance to the Network Systems Engineer including providing hardware, software and network support to end users; and performs related duties as assigned.
 
The Financial Analyst/Database Analyst position is distinguished from the Senior Financial Analyst/Database Analyst in that incumbents in the latter class perform more complex financial analysis and software programming requiring broader professional knowledge gained through continuing professional development and experience.

Essential Functions

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the class.
Financial Analyst portion:

  • Assists in developing financial analysis and creates/prepares reports of District’s programs and activities; researches and resolves complex issues and develops specialized and/or custom financial reports via MS Access and SQL Server Reporting Services; ASPX Server Pages and Excel.
  • Assists in gathering, generating, and analyzing information necessary to facilitate decision-making process.
  • Assists in performing monthly water billing to member agencies; processes billing data file from MET; enters Local Resource Program (LRP) credits and forwards them on to member agencies; processes conservation debit and credits; generates data reports and disperses to appropriate departments.
  • Performs water use reallocations annually.
  • Assists in creating annual filings/documents for state mandated reporting and transparency.
  • Assists in preparing lead schedules and reports for independent auditors as required.
  • Assists in the annual audit and preparation of annual financial reports.
  • Assists in preparing the District annual operating, water sales, and water conservation budgets.
  • Provides back-up support and assists in training new accounting staff in technical accounting functions as necessary.
  • Prepares daily deposit of money received and reconciles monthly bank statements.
  • Performs other related duties and responsibilities as directed.
Information Technology portion:
  • Assists the Network Systems Engineer in the implementation and management of local area network.
  • Serves as system administrator for assigned financial systems for users, security, and reporting; provides technical support to various databases.
  • Assists in maintaining the integrity and operational usefulness of software systems, including the appropriate timing of system updates and revisions of the accounting, payroll, investment management, and water billing software.
  • Ensures proper functioning of servers and databases; maintains and makes modifications to the database applications as necessary.
  • Assists in maintaining the water billing system to ensure the database is accurate and the system is updated or upgraded to accommodate changes in water rate structure and billing methods as needed. 
  • Provides water usage data support for other departments. 
  • Performs other duties and responsibilities as directed.

Qualifications

Knowledge of:
Office methods, procedures and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; basic automated accounting and information systems; basic data analysis and research methods; basic principles of data management; basic methods for financial recordkeeping.
Ability to:
Perform financial analysis work requiring a high degree of accuracy and attention to detail; prepare financial reports using fund and enterprise method of accounting and bookkeeping principles and terminology; understand and apply laws, rules, and regulations affecting all financial activities; assists in directing the fiscal accounting system; review and analyze proposed budgets and formulate recommendations; apply technical knowledge of computer hardware and software to provide support and solutions to users and assist in managing the network; maintain a comprehensive and up-to-date knowledge of operational procedures used throughout the department as well as the District; maintain up-to-date knowledge of accounting, payroll, and payroll tax concepts, techniques and principles; maintain a current knowledge of local area network and database management; analyze situations accurately and coordinate the details necessary for completion of a variety of activities; communicate clearly and concisely, both orally and in writing; establish and maintain cooperative working relationships with those contacted in the course of work including co-workers, outside agencies and the public.
Education and Experience:
Graduation from a four-year college or university with major coursework in business administration, accounting, finance, information technology or a closely related field is desirable and three years financial forecasting and database management experience.  The qualification guidelines generally describe the knowledge and ability required to enter the job in order to successfully perform the assigned duties.   Any combination of education, experience and training that would provide the required knowledge, skills and abilities will be considered.

Other Requirements:
Possess and maintain a valid California driver’s license and automobile insurance under the terms of the District’s Vehicle Insurance Policy, as this position requires driving.
All District employees are Disaster Service Workers by CA state law and are expected to participate in emergency response initiatives.  This could include contributing to the emergency planning process, participating in disaster exercises and training, as well as potentially responding to support actual emergency events.
A position in the Finance department with financial control requires that employee to take five consecutive days vacation during distribution of accounts payable and/or payroll checks.
Working Conditions and Physical Activities:
Environment:  Standard office setting.  May be required to work extended hours including evenings and weekends; may be required to travel to attend meetings via car, bus, train or air transportation.
Physical:  Primary functions require sufficient physical ability to work in an office setting; stand or sit for prolonged periods of time; operate standard office equipment including use of a computer and keyboard, telephone, FAX machine, printers, calculators, copiers; push, pull, lift, and/or carry approximately 25 pounds; and communicate to exchange information.
Vision:  See in the normal visual range with or without correction.
Hearing:  Hear in the normal audio range with or without correction.
