Essential Job Functions


  • Provide administrative, analytical, and planning support to the Los Angeles County WDB and the WDB Executive Director in their roles of providing policy oversight to the workforce development system.  
  • Prepare proposals, plans, reports, and recommendations including investigative, factual, and analytical data in support of proposed workforce initiatives. Analyze action items issued by the WDB, ensure responsible divisions take appropriate and timely action, communicate findings, and make recommendations to management on the solutions of existing or potential problems.
  • Prepare reports for WDB, Education Committee, Innovation Fund Workgroup, and the AJCC Modernization Workgroup by analyzing data and materials, such as directives from Federal, State, and County entities with recommendations for action.
  • Provide administrative support to execute WDB and Committee activities in accordance to Brown Act requirements such as preparing agendas and gathering pertinent information and reports from other divisions for posting.  
  • Prepare requisitions for professional WDB memberships and other purchases by following procurement guidelines and maintain records of all transactions. 
  • Interpret WIOA, State, County, and Departmental policies and regulations governing WDB and associated stakeholder activities (i.e. WIOA, applicable contracts, Brown Act compliance, Los Angeles County Travel and WDACS Policies and Procedures).
  • Perform research on workforce regulations and programs to determine Workforce Branch operational needs and planning. 
  • Engage external partners by arranging and participating in meetings and collaborate with subject matter experts, as required by WIOA, for the Commission, standing committees, and workgroups. Conduct surveys with stakeholders to develop documents such as the Memorandum of Understanding.   
  • Coordinate and convene pertinent stakeholders, as required, to fulfil WDB priorities in accordance with the WIOA and the Los Angeles County Board of Supervisors (BOS). Provide support in the design and draft of the LA County WDB Area Plan in alignment with State CAWDB Plan and BOS priorities.  
  • Assist in developing and implementing WDB and WIOA Area Plan objectives, policies, and procedures within the framework of the other workforce divisions, the AJCCs, and AJCC partners.
  • Assist in planning, initiating, and coordinating specialized programs designed to meet WDB and workforce needs.

The Los Angeles County Workforce Development Board (WDB) is the second largest workforce board in the State of California. The WDB is the most unique commission within the County as it is governed statutorily by the Workforce Innovation and Opportunity Act (WIOA) and the WDB members represent a business majority along with additional subject matter experts in labor, education, non-profits, and workforce. The role in part, of the WDB, is to promote and engage business and other stakeholders to access workforce services, to drive the local economy, to oversee policy development and implementation, and to ensure overall financial responsibilities are met and expended in accordance with the WIOA law and the WIOA Area Plan. The WDB provides oversight for the 21 America’s Job Center of California (AJCC) locations throughout the County. 


Requirements

SELECTION REQUIREMENTS:

One year of experience participating in the development or implementation of community and senior services or related programs.
 
DESIRABLE QUALIFICATIONS: 

  • Experience providing services to clients and/or assisting in the development, coordination, and implementation of workforce programs.
  • Knowledge of Federal, State, or local workforce programs including WIOA, unemployment insurance, CalWORKs, GAIN, and GROW.
  • Graduation from an accredited college or university with a Bachelor's or Master's degree.

LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
 
PHYSICAL CLASS 2:
Light physical effort which may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable walking may be involved.

An evaluation of experience, knowledge, and education based upon application information, desirable qualifications, and supplemental questions weighted 100%.

VACANCY INFORMATION:
The resulting eligible list for this examination will be used to fill vacancies within the Department of Workforce Development, Aging and Community Services.

The names of candidates receiving a passing grade on the examination will be placed on the eligible list and will appear in the order of their score group for a period of twelve months following the date of promulgation.
