Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles.  As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.

Under the direction of Director of Data Management, this position will be responsible for the translation of software features into technical requirements to be developed as well as document maintenance throughout the development process. The position requires the active engagement of product owners to understand the business needs and map core needs to technical solutions.  Additionally, in coordination with Project Managers and Associate Director, the business analyst will help plan and map future data enhancements, serve as a bridge between the technical team, business stakeholders, and clients. The responsibilities include meeting with stakeholders, evaluating business processes, anticipating requirements, uncovering areas for improvement, and developing and implementing solutions.

Essential Job Functions

  • Develops and utilizes standard templates to accurately and concisely write requirements specifications
  • Translates conceptual customer requirements into functional requirements in a clear manner that is comprehensible to technical/project team
  • Creates process models, specifications, diagrams, and charts to provide direction to technical lead and/or the project team
  • Effectively communicating insights and plans to cross-functional team members and management
  • Documenting and communicating the results of assigned tasks and projects
  • Conducts interviews to gather customer requirements via workshops, questionnaires, surveys, site visits
  • Identifies and establishes scope and parameters of requirements analysis on a project-by-project basis to define project impact, outcome criteria, and metrics
  • Communicates changes, enhancements, and modifications of business requirements — verbally or through written documentation — to project managers, sponsors, and other stakeholders so that issues and solutions are understood
  • Researches, reviews, and analyzes the effectiveness and efficiency of existing requirements-gathering processes and develop strategies for enhancing or further leveraging these processes
  • Analyzes and verifies requirements for completeness, consistency, comprehensibility, feasibility, and conformity to standards
  • Effective cross-functional communication
  • Other duties as assigned

Knowledge, Skills & Abilities

  • Ability to work in high profile projects that involve cross-functional teams and coordinate evolving requirements.
  • Basic Project Management: Knowledge of project management principles and the ability to apply the principles, tools, and techniques to develop/plan, manage or execute projects or work plans to ensure successful completion (e.g., on time, within budget).
  • Ability to document both technical details such as data flow diagrams or system integrations as well as document functional requirements in terms of user acceptance criteria
  • Working knowledge of development process in Visual Studio
  • Working Knowledge of SQL Server 2008, 2010, 2012
  • Experience in data migrations, data manipulation, and reporting for end-user consumption
  • Experience in full development life cycle process, portal technologies, FTP preferred
  • Excellent written and verbal skills, "can do" attitude, dedicated troubleshooting efforts, ability to work independently and manage multiple projects.

Training & Experience

  • Bachelor’s degree from an accredited college in a related field such as Information Science or Computer Science preferred.
  • Any combination of extensive and applicable work experience and educational credentials to perform the above duties successfully.
  • A valid Driver’s License is required

Term:  Full-time, Exempt, Temporary ending June 2022.  A continuation of employment contingent upon funding availability.
